Org. Setting and ReportingThis position is located in the Enabling and Outreach Service (EOS), Office of Supply Chain Management (OSCM), Department of Operational Support (DOS) at the United Nations (UN) Headquarters in New York. The Department of Operational Support was established to provide operational advisory services to operating entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and regional commissions. The Enabling and Outreach Service supports supply chain operations through the provision of operational reporting, business intelligence, supplier diversity and performance management. The Logistics Officer reports to the Team Leader. ResponsibilitiesWithin limits of delegated authority, the Logistics Officer, will be responsible for the following duties: โ€ข Prepares and provides advice and technical assistance to the Chief of Service and supply chain management stakeholders on all matters related to DOS Supply Chain Performance Management Framework. Develops and implements methodologies and tools to enable collection of data enabling performance analysis. โ€ข Formulates Standard Operating Procedures (SOPs) for measuring the Key Performance Indicators (KPIs) for the end-to-end supply chain management (SCM) processes through application of matrices for process diagnostics, identifies root causes for underperformance and proposes corrective actions for process improvement. โ€ข Develops dashboards for Business Intelligence (BI), contributes to the development of business requirement documents for reporting, and ensures integration and automation of data flow to the designed SCM dashboards for entities across the Secretariat, including other departments, Offices Away from Headquarters, field missions, and other regional commissions. โ€ข Ensures that supervised staff are adequately trained and cross trained; identifies additional training needs to achieve high working standards. โ€ข Provides support to ongoing operations though business performance analysis, develops and interprets information that assists supply chain management stakeholders with decision making, policy formulation and/or other management functions through solutions that save time, costs, or improve processes. โ€ข Ensures that logistics requirements take account of gender-specific needs. โ€ข Coordinates business process improvement activities with other key stake holders in the UN Headquarters, and field missions. โ€ข Prepares ad hoc performance reports and analysis on the effectiveness of operational logistics issues based on supply chain performance. โ€ข Participates in technical assistance missions, systems testing, and performance reviews. โ€ข Ensures that accurate and complete accounting, reporting, and internal control systems are functioning and that all relevant records are maintained. โ€ข Coordinates joint projects and facilitates gaining synergies in the SCM with other UN agencies, military and other organizations in the field. โ€ข Guides and supervises new/junior staff. โ€ข Performs other related duties as required. EducationAdvanced university degree (Master's degree or equivalent degree) in supply chain management, business administration, public administration, or other relevant field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationCertification in Supply Chain Operations Reference (SCOR-P) or equivalent is desirable. Work Experienceโ€ข A minimum of five years of progressively responsible experience in logistics, supply chain management or related field is required. โ€ข Experience in supply chain planning and performance management is required. โ€ข Experience in developing analytical tools and data pipelines, data modeling, and visualization applications (MS Power BI, Qlik, Tableau or similar), or business intelligence tools (SAP Analysis Cloud, SAP Business Objects, etc.) for management reporting and performance metrics is required. โ€ข Experience in Enterprise Resource Planning (ERP) System/Systems Applications and Products (SAP) in the business area of Source to Acquire and/or Supply Chain Management is desirable. โ€ข Experience with database or programming languages (SQL, Python, R) is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required.
