Mozambique continues to face cyclical climate shocks and conflict-related displacement, creating complex and protracted humanitarian needs. IOM Mozambique has actively supported the localization agenda through the Rapid Response Fund (RRF) and its broader programming. In line with Grand Bargain commitments and IOMโs institutional framework, the mission seeks to formalize and strengthen its approach through a dedicated strategy. The consultant will:
- Support the Localization Focal Point (Grants Unit) in leading this process.
- Conduct a desk review of internal documents (RRF design, donor strategies, government plans).
- Undertake key informant interviews (KIIs) with local CSOs, UN Agencies, INGOs, IOM units, and donors.
- Draft two deliverables: (1) a situation analysis of localization practices and (2) a Localization Country Strategy document aligned with the IOM Global Frameworkโs five pillars.
- Review IOM Mozambiqueโs RRF and current localization efforts.
- Analyze key global and regional frameworks, including the IOM Localization Framework (2024).
- Map types of local and national actors engaged by IOM Mozambique.
- Conduct KIIs with stakeholders, including CSOs, government, donors, and IOM staff.
Prepare:
- A Situation Analysis Report (internal use only).
- ย A concise and actionable Localization Strategy with priorities, timeline, and pillar-wise commitments.
- Participate in regular review meetings with IOM Mozambiqueโs Localization Focal Point and, where relevant, IOM HQ.
Performance indicators for the evaluation of results
- Submission of a clear work plan within 3 working days of contract start.
- Timely delivery of the two agreed outputs by end-September 2025.
- Use of IOMโs five-pillar framework as outlined in the Global Guidance Note.
- Quality and utility of final strategy as assessed by IOM Mozambique and HQ reviewers.
- Strategy is usable by both IOM and external stakeholders (e.g. donors, clusters).
- Evidence of stakeholder engagement (number and diversity of KIIs conducted).

Education, Experience and/or skills required
- Advanced degree in humanitarian affairs, international development, social sciences, or related field.
- At least 2 yearsโ experience with localization strategies, partnerships, or humanitarian policy.
- Prior experience working with or for IOM or similar UN agencies, preferably in humanitarian response.
- Familiarity with IOMโs Localization Framework and donor localization priorities (e.g. USAID, FCDO, ECHO).
- Demonstrated ability to synthesize qualitative findings into strategic guidance.
- Fluency in English required; Portuguese is an asset.
Travel not required:ย All work will be conducted remotely.
