Result of ServicePRODUCT 1: Consolidated technical report, in editable format and PDF, containing (i) detailed analysis of the Early Warning System on Drugs (EWS) notification platform already developed in Oracle APEX โ including the history of the system's construction, review of the data structure, application logic (processes, triggers, pages) and identification of inconsistencies, bottlenecks and incomplete functionalities โ and (ii) technical proposal for refactoring and finalising the system, prioritising adjustments and improvements to architecture, security, usability and performance. PRODUCT 2: Updated and functional version of the system, after usability testing sessions with EWS partners, with basic technical documentation of the changes, including the implementation of the improvements and corrections indicated in Product 1. This includes refactoring of pages, processes and APEX components; correction of identified flaws or bugs; integration of pending functionalities based on the original scope. Upon delivery of this product, the system should be functional, tested and ready for use in a production environment. PRODUCT 3: Development of an administrator page within the EWS Notification System, developed in Oracle APEX, which presents summarised information from the notification database in a structured and functional manner. The page should include: Display of aggregate statistics (counts, totals, averages); Tabular view with basic filters (e.g., by period, by region, category); Optimised query elements directly in the database (use of views, procedures, or queries, as appropriate); Modular structure that allows for future expansion of the presentation logic. PRODUCT 4: Repository on GitHub/Gitlab containing all versions of code and tools developed, updates to the EWS System user manual and manuals for system maintenance, ensuring technical memory and support for system management. PRODUCT 5: Technical report, in editable and PDF format, containing an information flow map, interoperability matrix, and technical recommendations for data integration and governance for a consolidated diagnosis of the systems and databases currently used by SENAD, PF, and SENASP, identifying information flows, bottlenecks, duplications, and opportunities for integration between existing platforms within the scope of axis 8 of the PNIDD. PRODUCT 6: Technical package containing the implementation of the recommendations outlined in Product 5, including parameterisation, functional adjustments, and configurations necessary to operationalise the information flow map, interoperability matrix, and data integration and governance guidelines. The product should demonstrate the practical application of the recommendations, showing how the proposed improvements have been incorporated into the system and how they support integration between the platforms used by SENAD, PF and SENASP under axis 8 of the PNIDD. PRODUCT 7: Navigable prototype hosted in a test environment, under infrastructure made available by Brazilian Government, and developed by the consultant according to national guidelines, technical documentation and panel manual or repository that centralises institutional information (e.g. projects, training, studies, public statistics). The product must have a simple and user-friendly interface and allow integration with OBID. PRODUCT 8: Teaching material and implementation report, in editable and PDF format, for training aimed at SENAD's technical team, addressing data management principles, use of BI tools (Power BI, Tableau or similar), and best practices for visualising and sharing information. PRODUCT 9: Technical document, in editable format and PDF, containing a sustainability plan for the results obtained throughout the contract, systematising the diagnostic process, architectural design, prototype development and institutional capacity building, with recommendations for the continuity and institutionalisation of the proposed solutions. Work LocationHome based Expected duration02.2026 - 01.2027 Duties and ResponsibilitiesThe consultant will participate in and perform the following technical activities described below: โข Perform technical diagnostics of the EWS notification system, identifying faults, inconsistencies, and pending functionalities, including analysis of the database structure, application logic, usability, and any security vulnerabilities. โข Verify and optimise the systemโs data modelling, including tables, relationships, procedures, triggers, and other business logic components in the Oracle database. โข Propose and implement technical and functional improvements to the system, ensuring stability, security, responsiveness, and adequate application performance. โข Develop an administrative page in the EWS notification system that presents consolidated data from the notification database, with summary indicators, dynamic filters, and a modular structure that can be expanded in the future. โข Create and maintain a technical repository (GitHub or GitLab) containing code versioning, scripts, and technical documentation, ensuring traceability and institutional memory. โข Perform diagnostics of the systems and databases related to drugs currently used by SENAD, SENASP, and the Federal Police, mapping information flows, overlaps, bottlenecks, and opportunities for integration between existing platforms within the scope of axis 8 of the PNIDD. โข Design a technical proposal for data architecture and interoperability, detailing flows, functional and non-functional requirements, and recommendations for governance, security, and maintenance, both within the scope of the EWS and within the scope of Axis 8 of the PNIDD, in a recommended partnership with SENASP. โข Participate in system usability testing sessions with the Senad team and incorporate suggestions from EWS System user partners approved by Senad. โข Develop an institutional dashboard (in Power BI, integrable with OBID) that integrates and visualises strategic information from Senad and PNIDD (such as the results of the Pequi project, training and epidemiological analyses, for example) in an accessible, standardised and scalable manner. โข Prepare technical material and provide training for Senad and PNIDD teams on data management, use of BI tools, and best practices for visualising and sharing information. โข Systematise the results of the consultancy, consolidating deliverables and developing a sustainability and institutionalisation plan for the proposed solutions. โข Participate in periodic alignment meetings with the Dpagi/Senad, STI/MJSP and UNODC teams, reporting on progress, challenges, and necessary adjustments to the implementation schedule. โข Deliver the finalised and approved products in the established formats (.sql or .zip for codes and scripts; PDF for reports and documentation), observing the defined deadlines and quality requirements. Qualifications/special skillsAn advanced university degree (Masterโs degree or equivalent) in Computer Science, Computer Engineering, Information Technology, Business Intelligence, Public Security Intelligence, or a related field is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Relevant complementary training (courses and training) in Oracle Apex, BI, information management, data architecture, risk analysis and intelligence, among others, is desirable. โข A minimum of two years' experience in activities related to information management, data collection and analysis systems, or institutional platform integration is required. โข Practical experience in low-code development, maintenance, and implementation of systems in Oracle APEX and PL/SQL, including page construction, triggers, and procedures, is desirable. โข Experience in Business Intelligence (Power BI or similar) is desirable. โข Experience in data modelling, ETL structuring, and systems integration via APIs, with a focus on interoperability and efficiency is desirable.
