Background of the Assignment As the global guardian of the United Nations standards and norms in Crime Prevention and Criminal Justice, UNODC seeks to strengthen the rule of law through the prevention of crime and the promotion of fair, humane, and accountable criminal justice systems. To do this, UNODC provides Member States with expertise and advice to develop effective and responsible crime prevention strategies and policies and to build the capacity of their criminal justice systems to operate more effectively within the framework of the rule of law, while promoting human rights and protecting vulnerable groups. Within the framework of the Crime Prevention and Criminal Justice Programme, UNODCโs project titled โProgramme for Legal Empowerment and Aid Delivery in Kenya (PLEAD) Phase II, and seeks to โReinforce the rule of law, improve access to justice, increase efficiency and accountability in the justice system and use of technology as an enabler of justiceโ while addressing capacity needs and persistent bottlenecks affecting service delivery in the justice sector, advance digitalization to streamline the administration of justice and countering corruption to improve access to justice for all Kenyans, including those at risk of exclusion and marginalization. The PLEAD II component implemented by UNODC targets support to the following institutions in the justice chain (national partners): National Council on the Administration of Justice (NCAJ), Judiciary, Office of the Director of Public Prosecutions (ODPP), Probation and Aftercare Service (PACS), Witness Protection Agency (WPA), Directorate of Children Services (DCS), Ethics and Anti-Corruption Commission (EACC), Kenya Prisons Service (KPS) and National Police Service (NPS). On the other hand, the United Nations Development Programme (UNDP) will support Civil Society Organisations (CSOs) through its flagship Amkeni Wakenya facility. 2. Purpose of the Assignment The consultant will provide expertise to the PLEAD Programme through a range of actions contributing to the design and successful delivery of infrastructure projects for KPS and Judiciary. In undertaking this assignment, the consultant will ensure the quality, sustainability and efficient operation and maintenance of the delivered projects. The Consultant will also effectively coordinate communication with technical experts, suppliers, end-users and national stakeholders to ensure seamless implementation of the projects. 3. Specific Tasks to be performed by the Consultant Under the overall supervision of the Head of the Crime Prevention and Criminal Justice Programme UNODC ROEA and direct supervision of the Programme Manager in coordination with the relevant UNODC staff, the consultant will: i. Provide technical inputs for the Assessment, Scoping, Design, Procurement, Construction and Quality assurance and control for the following projects: โข Design, establishment and furnishing of two child day-care centres at Eldoret Women Prison and Kericho Women Prison. โข Design and establishment of a Legal Aid and Justice Centre at Nakuru Prison. โข Design and installation of booths/pods/kiosks (number to be determined) for self-represented litigants with capabilities for supporting virtual/remote court hearings (Nairobi). In implementing the forgoing assignments, the consultant shall; a) Undertake an inception meeting with the project team and national partners to review the tasks, and agree on methodology and milestone timelines as required by this TOR. The consultant shall provide an inception report and detailed workplan with timelines for the successful completion of all projects assigned. b) Undertake physical onsite assessments and present detailed technical designs, specifications, drawings, technical evaluation criteria and Bill of Quantities for the Supply and Installation of the forgoing infrastructure projects. In this respect the consultant shall provide in the required template the following documents: โข An Assessment/Mission report for each project โข Terms of Reference for each project โข Unpriced BOQs for each project โข Priced BOQs for each project (in USD) โข Technical Evaluation criteria for each project c) Support the successful technical evaluation and procurement of designed projects including by ensuring timely responses to requests from technical and procurement colleagues and revision of documents where required. d) Facilitate commencement / stakeholder engagements between the contractors and national partners prior to, and during the implementation of the infrastructure projects. e) Continuous engagement of beneficiary institutions and contractors to ensure seamless implementation of assigned projects. f) Support structural site inspections and assessments and provide and oversight corrective actions where necessary. g) Coordinate with technical experts such as engineers, and ICT experts providing additional input including on ICT installations to assigned projects. h) Provide weekly reports to the relevant UNODC staff on the progress of construction activities. i) Monitor the implementation and delivery of the infrastructure projects as carried out by the selected contractor(s) in accordance with applicable contractual terms, technical requirements, applicable national laws and regulations, construction standards and norms, project implementation workplans, including providing direction and corrections where these are needed. j) Undertake the final inspection, commissioning of the infrastructure projects. k) Train users on the operation, maintenance and safety requirements for all supported projects. l) Support handover of the projects to the beneficiary institution, including the signing and delivery of all required documentation for asset verification by UNODC. m) Develop strategies to ensure the sustainability and desired impact of the delivered projects in line with beneficiary capacities and resources. n) Ensure allocated resources, both financial and material, are used in accordance with applicable UN rules and regulations. o) Support all PLEAD II visibility requirements for the supported projects including impact reporting, handover, visibility events and making presentations/participating in discussions on the supported projects. Qualifications/special skillsAn advanced university degree in Civil Engineering, Infrastructure, Project Management, Management or a related field is required (Masterโs or equivalent). A first level university degree is required in Civil Engineering or similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. โข A minimum of five years of progressively responsible professional experience in international civil engineering design and infrastructure project management is required. โข Work experience in the United Nations system on construction or related infrastructure projects is desirable. โข Experience working with versatile construction materials and designs e.g. for permanent and moveable structures, incorporating traditional, modern and modular designs is required. โข Experience in working with Kenyan justice sector actors in desirable. โข Experience in working in Kenya and the East African Region is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
