Project Context and Scope
The Project will be implemented in Armenia to further strengthen the capacities of the national authorities to tackle terrorism and cross-border organized crime and improve border management capacities, by supporting the delivery of legislative assistance under UNODC-led Pillar 1, to establish the legal foundation for the collection and processing of passenger data in Armenia. The primary national partners benefiting from its outcomes would be the legal counterparts appointed to the CTTP Legal Working Group of Armenia (e.g., Migration and Citizenship Service (MCS), the Prosecutor Generalโs Office of Armenia, the Civil Aviation Committee, the Agency for the Protection of Personal Data), and may involve the National Security Service of the Republic of Armenia (NSS) and its Border Guard Troops (BGT) as well as other relevant state institutions (e.g., State Revenue Committee).ย ย The Project will build on the results achieved in recent years, includingย the API/PNR National Consultation ย for Armenia of July 2025 held by the CTTP, and will further advance the alignment of ย Armeniaโsย national legal framework with international standards and recommended good practices, in coordination with UNODC/TPB (Pillar 1), to enhance the countryโs capacity to autonomously manage borders, and detect and counter irregular travellers, including terrorists and serious criminals, through setting up Advance Passenger Information (API) and Passenger Name Record (PNR) data exchange systems.ย ย Organizational Department / Unit to which the Consultant is contributing
Enhancing the Capacities of Armenian Authorities in Border Security and Crime Prevention /IB0525 Tasks to be performed under this contract
Under the supervision of the Head of Office, the direct supervision of the Project Coordinator, and in coordination with UNODC-TPB (Pillar 1), the national consultant is required to perform the following tasks:
- Carry out a documentary survey on the current situation of API/PNR in Armenia.ย
- Compile relevant national laws of Armenia for the implementation of API and PNR systems and conduct a national desk review of the Civil Aviation Law and other relevant legal acts applying to the collection of data by border control and security agencies (e.g., Immigration Law, Customs Law), for cross-referencing in the API/PNR legal provisions for Armenia developed by UNODC-TPBย [Note: the Law on the Protection of Personal Data is already being reviewed by UNODC-TPB and recommendations will be provided to the legal working group of Armenia accordingly].ย
- Participate in initial coordination meetings with the IOM, UNODC and other relevant project stakeholders.ย
- Support liaison with national stakeholders and coordination of meetings with the key focal points of State institutions, in particular under CTTP Pillar 1, and participate in these meetings.ย
- Support the provision of legal technical advice to national counterparts, through the analysis of national laws and the translation of relevant provisions (from Armenian to English, or from English to Armenian).ย
- Support the coordination and follow-up to activities of the CTTP, especially its Pillar 1, for the implementation of API/PNR in Armenia.ย
- Coordinate the review of the national assessment report with UNODC-TPB (under Pillar I of the CT Travel Programme), with the aim of contributing to the provision of legal technical assistance to Armenia to regulate API/PNR, in accordance with international standards, including human rights principles.ย The report would comprise a set of legal recommendations on the existing normative framework of Armenia as well as current national practices for the implementation of API/PNR in Armenia, in coordination with Pillar 1 of the CT Travel Programme.ย Performance indicators for the evaluation of results

- Developing a deliverable that contains complete information, accurate references in a format that complies with IOM standards and is free from errors.

- University degree in Legal Sciences, International Law, Information Technology and Telecommunications Law.Experience
- Proven general professional experience, minimum of five years.ย
- Knowledge of Armeniaโs legal and institutional frameworks, especially in relation to national security and border management.ย
- Specific professional experience in API/PNR issues, information exchange, and/or terrorist travel prevention, minimum of three years is desirable.ย Skills
- Experience in dealing with representatives of governmental and non-governmental entities at different levels.ย
- Proven experience in writing legal technical reports: presentation of information based on objectives, results and indicators in a systematic, concrete and timely manner.
- Proficient in standard office software and digital communication tools.Languages
