Project Context and Scope
ย The IOM Mission in Armenia is implementing the project โCombatting Trafficking in Persons in Armenia โ Improving Victim Identification and Referral Systemโ. This two-year project is funded by the IOM Development Fund (IOMDF) and aims to enhance the capacity of the government of Armenia to combat trafficking in persons (TiP). Specifically, it will strengthen relevant authorities to proactively identify potential victims of trafficking. One of the activities leading to that is the development and integration of a set of intelligence-based gender sensitive indicators into the electronic system for work permit applications Workpermit.am.ย
The responsibilities of the consultant will be primarily focused on assisting IOM and the Migration and Citizenship Service for the elaboration of the Terms of Reference (ToR) for further selection of the IT company to implement indicated upgrades. ย

Under the overall supervision of the Head of Office, direct supervision of the Programme Officer, and in close coordination with the Migration and Citizenship Service, the successful candidate will undertake the following tasks and provide the following deliverables:
I.ย ย ย ย ย ย Perform an overview of the Workpermit.am system and the report containing the indicators of trafficking developed by IOM Armenia.

โข Examine the functionality of the Workpermit.am system and identify the best way to integrate the set of early warning indicators. Be guided by the two reports developed by IOM Armenia that outline the labour migration and trafficking trends in Armenia and the set of the trafficking indicators.ย
โข Taking into account specific functions of the system, find the solution allowing to make indicators adaptive and intelligence-based, allowing the certain indicators to change overtime depending on the trends in TiP observed by MCS and other stakeholders.
โข Conducting consultations with MCS staff members involved in the work with Workpermit.am system to collect feedback and receive guidance while preparing the Terms of Reference.
โข Considering the ongoing process of expanding the Workpermit.am system beyond the work permit to other types of residence permits, make sure that the functionality of indicators will be preserved and can be expanded as well if required.
II.ย ย ย ย ย Elaborate Terms of Reference for hiring the IT company for the implementation of the indicators.

โข Utilizing specific knowledge in software development and experience in working with IT service providers, draft clear and concise Terms of Reference for implementation of the indicators.
โข Over the time of the assignment, ensure continuous communication with IOM Armenia and MCS for verification of the Terms of Reference and collection of the feedback.
III.ย ย ย ย Assist IOM project staff and MCS in selection of and liaison with IT service providers.
โข Provide expert assistance and serve as an advisor during the selection of the IT service provider
โข Assist with communication between IOM, MCS and hired IT company on ICT-specific issues.
- Provide technical evaluation of the offers received during the procurement process.
Category B Consultant is hired to provide the bellow deliverables, according to the proposed timeline:
DELIVERABLESDeliverable 1:
- Familiarize with the two reports on Labour Migration and Trafficking in Armenia and the indicators of trafficking in Armenia produced by IOM and conduct consultations with MCS to identify ways for implementation of the indicators into the Workpermit.am system.

- Present the first draft of the Terms of Reference for hiring the IT service provider for incorporation of adaptive and intelligence-based indicators into the system.
Deliverable 2:
- Deliver the second draft of the Terms of Reference and present it to MCS and IOM Armenia. Assist IOM Armenia with selection of the service provider after completion of the bidding procedure. Performance indicators for the evaluation of results
