Result of ServiceThe United Nations in The Bahamas wishes to engage a consultant to undertake a Consultancy Exercise: \"Leave No One Behind (LNOB) Data Gaps: Strengthening Evidence on Elderly, Children, Persons with Disabilities, Family Island residents and/or Irregular Migrants in The Bahamas\". This consultancy will therefore support the UN in The Bahamas and national partners by providing actionable, ethically grounded evidence on select LNOB groups to strengthen analytical products/reports and related UN-Government planning. The consultant will ultimately produce a final report with clear actionable recommendations for UN, Government and partners for integrating LNOB data into national policy dialogues, analytical reporting processes and also policy framework. Organizational Setting: The UN Resident Coordinator (RC) system encompasses all organizations of the United Nations dealing with operational activities for development, regardless of their formal presence in the country. The RC system brings together the different UN agencies to improve the efficiency and effectiveness of operational activities at the country level and forms part of the commitment of the UN system to โ€œDeliver as Oneโ€ (DaO). The UN Reform initiated in 2018, has strengthened the Resident Coordinatorโ€™s Office (RCO) role by enhancing coordination between different partners and elements of the UN system. This RCO covers five (5) countries and overseas territories - Jamaica, The Bahamas, Bermuda, the Cayman Islands and the Turks and Caicos Islands. The RCO, led by the Resident Coordinator, is comprised of six [6] core team members โ€“ Head of Office/Strategic Planner, Senior Economist, Data Management Officer, Partnerships Officer, Communications Officer and finally the UN Country Coordination Officer, based in The Bahamas. Work LocationThe BAHAMAS Expected duration3 months Duties and ResponsibilitiesThe United Nations in The Bahamas is committed to advancing the principle of Leave No One Behind (LNOB), which requires that the most vulnerable groups are visible in development planning and outcomes. Furthermore, the LNOB principle represents the unequivocal commitment of all UN Member States to eradicate poverty in all its forms, end discrimination and exclusion, and reduce the inequalities and vulnerabilities that leave people behind and undermine the potential of individuals. The Consultant will report to the designated focal point, the UN Country Coordination Officer (UN COO), at the United Nations Resident Coordinators Office based in Nassau, The Bahamas. The UN CCO will provide administrative oversight, facilitate stakeholder engagement and may join the research team where appropriate. The Consultant for the \"Leave No One Behind (LNOB) Data Gaps: Strengthening Evidence on Elderly, Children, Persons with Disabilities, Family Island residents and/or Irregular Migrants in The Bahamas\", will cover the following: โ€ข Conduct a desk review to assess existing data sources (2022 Census, national statistics, UN agency data, sectoral administrative data, academic studies) for two (2) LNOB groups. โ€ข Map data systems and identify barriers to inclusion for at least two (2)LNOB groups. โ€ข Use quantitative and/or qualitative research methods to engage with key stakeholders (government, civil society, community leaders, and relevant UN entities). โ€ข Propose methodologies and tools for ethical and inclusive data collection for one (1) priority LNOB group (e.g., disability functional questions, safe migration-status proxy, or age-friendly services assessment). โ€ข Produce a final report with clear recommendations for government, UN, and partners for integrating LNOB data into national reporting and policy framework. The Consultant will liaise with the Bahamas National Statistical Institute (BNSI), line ministries, civil society, and UN agencies as required. Draft deliverables will be submitted to the UN COO for review. Periodic check-ins will be scheduled to ensure alignment with project objectives. The assignment will span three months. There will be considered a hybrid engagement (virtual and in-person). Interested applicants must submit/upload as supporting documentation, the following: โ€ข A proposal detailing the approach and methodology (max. 5 pages), including the specific LNOB group(s) of interest/preference for the assignment (elderly, children, persons with disabilities, family island residents, irregular migrants). โ€ข A financial proposal outlining costs for the assignment. โ€ข CV demonstrating relevant qualifications and experience. โ€ข Names and contacts of two recent professional references (previous engagements) for whom similar work has been conducted. Qualifications/special skillsAdvanced degree in Social Sciences, Public Policy, Education, Human Rights, or related field (PhD preferred). โ€ข Demonstrated experience in qualitative and quantitative research โ€ข Proven record of producing analytical reports, policy reports and/or peer-reviewed publications. โ€ข Experience in data systems, monitoring and evaluation or LNOB -related work, is desirable. โ€ข Familiarity with UN data standards and human rights-based approaches, is desirable. โ€ข Strong understanding of Bahamian socio-economic contexts. โ€ข Current Human Research Participants Certificate (PHRP) or equivalent (If not available, applicant must complete online certification prior to the start of the consultancy) LanguagesExcellent analytical, writing, and communication skills in English.
