About NRC:

The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC in the Islamic Republic of Iran:

NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced. ย  Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.

The purpose of the assistant position is to assist in the day-to-day implementation of the food security and livelihoods projects. The following is a brief description of the role:ย

Ensure adherence with NRC policies, tools, handbooks and guidelinesย  Assist with the Implementation of the LFSย  portfolio according to strategy, proposals, budgets and plan of actionย  Prepare and develop periodic progress and status reports as required by LFS Team Leaderย  Ensure that projects target project participants most in need, and explore and assess new and better ways to assistย  Ensure proper filing of documentsย ย  Promote and share ideas for technical improvement especially with regards to targeting and inclusion of most vulnerable project participants Promote the rights of refugees in line with advocacy strategyย  Identify and report protection needs and gaps, explore and propose new and safer ways to assistย 

ย Specific responsibilitiesย 

ย 

Assist LFS Team in conductingย the activities designed for the implementation of Livelihoods and Food Security projects including provision of cash assistance, income generation activities and vocational trainingย  Conduct field visits in coordination with local authorities and partnersย  Conduct the whole process of vulnerability assessment through NRC tools and regulationsย  Ensure that procurement, development and distribution of materials and equipment are timely and in accordance with NRC procedures and proper documentation of project filesย  Contribute to the collection of outcome level data for the activities in the area, through phone-based surveys and field visitsย  Keep record of the projectsโ€™ reports, documentation, and archivingย  Entering beneficiary data into NRC databaseย  Engagement in other required activities for implementation of projects ย 

In coordination with the Integrated Programming Team with the line manager, the Technical Assistant will support on: ย 

Carrying out processes and procedures related to assessment, including identifying and seeking guidance as needed for complex casesย  Provide updates on relevant CC activities when requested and remain informed of other CC activities, so to be able to provide information about NRCโ€™s activities, if neededย  Carrying out processes and procedures related to conducting vulnerability assessment; in collaboration with IP team; including conducting interviews with the target groupย  Providing input for continuous improvement of the assessments conducted by NRCย 

ย Critical interfacesย 

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:ย 

Maintain coordination for all arrangements with other CCs as well as support unitsย  Liaise with local authorities, partner staff, beneficiaries, Afghan focal points and whereย applicable, external contractorsย  Coordinate field visit and activities with all other Core Competence teamsย  Liaise with local authorities, Afghan refugee communities and Afghan focal points and relevant public and private partners at field levelย  Monitoring and Reporting: M&E Officerย  Integrated Programming Team: IP Officer; CC Assistantsย  Professional competenciesย

Generic professional competencies:ย 

Experience of working as a project Assistant in theย  humanitarian/recovery contextย  Previous experience working in complex and volatile contexts is an asset.ย  Documented results related to the positionโ€™s responsibilitiesย  ย 

Context/ Specific skills, knowledge and experience:ย ย 

University bachelorโ€™s degree ย preferably in development studies, Social sciences, Entrepreneurship, Economy, marketing, Business Administration, Industrial Management/ engineering or other relevant subjects.ย  Excellent communication and interpersonal skills;ย  Updated Knowledge of the refugee context in Iran and Afghanistan is an assetย  Working experience and engagement in any of business planning, business model design, startup development and vocational training, preferably in humanitarian sector is an asset.ย  Experience in projects related to empowerment of community and self-reliance of vulnerable households is an advantage.ย  Fluent in Microsoft Office applications (Word, Excel, PowerPoint and Outlook)ย  Behavioral Competenciesย
