The Liaison Coordinator is instrumental to support the strengthening and maintaining the Danish Refugee Councilโ€™s (DRC) relationship with key Ministries and other relevant national and humanitarian stakeholders the occupied Palestinian territory (oPt). The Liaison Coordinator will act as legal representative for the DRC in oPt, as per delegated responsibility by the Country Director or Head of Operations, andensure appropriate representation with relevant authorities and alignment with national priorities and is the highest representative capacity fully based in Ramallah. Additionally, the Liaison Coordinator will be the safety and access focal point for DRC in the West Bank, including East Jerusalem and work alongside the Country Safety Coordinator.

Duties and Responsibilities

government Representation and Reporting:

Act as DRCโ€™s legal representative, with delegated authority from the Country Director Keep abreast of government developments regarding humanitarian/resilience coordination and brief the Country Director and Head of Program on changes or relevant issues affecting DRC. Ensure appropriate representation and coordination with relevant line ministries and local/national stakeholders, including attending to meeting, leading on the development of relevant Memoranda of Understanding (see, for example, with the Palestinian Mine Action Centre), identifying opportunities for coordination and alignment Map and document DRCโ€™s current engagement with all government stakeholders and keep up to date contact list of local and national Government contacts Ensure that all required governmental reporting are accurate and timely submitted, with feedback timely addressed; this may also entail the set-up of internal processes for the effective collection of inputs from DRCโ€™s units and keeping up to date with any planned changes to the system and coordinated NGOsโ€™ positions Closely iaise with sub-grant partners to ensure the government reporting process is clear and all documents are received and uploaded on the system Regularly travel to Jerusalem to ensure engagement and coordination with relevant stakeholders, as needed Support the Human Resources department with issues related to work/travel permits and residencies.

Coordination and Representation within relevant humanitarian fora

Ensure appropriate representation and coordination with relevant humanitarian actors operating in the West Bank, including East Jerusalem, and engagement in humanitarian coordination mechanisms, including AIDA, OCHA, and take an active role in cross- organizational learning and networking Host and coordinate high-level donor visits as requested by Country Director/Head of Ops

Safety and Access

Support the Safety Coordinator in implementing safety policies, SOPs, and staff safety awareness across field locations. Track staff movements and access, including border crossings, ensuring journey management procedures are followed and field operations are monitored in real time. Collect, verify, and analyze incident data, providing timely reports and contributing to trend analysis for risk mitigation. Facilitate access and coordination with local authorities and relevant bodies to support uninterrupted access to beneficiaries. Conduct safety briefings and support training on security awareness, fire safety, and mission planning. Assist with safety incident response including documentation, analysis, and lessons learned. Monitor and enforce safety measures at DRC facilities in West bank, and suggest improvement plans where appropriate. Support regular Security Risk Assessments (SRAs) and help ensure compliance with Minimum Operating Safety Standards (MOSS) and Safety Level System (SLS) requirements. Analyze, manage and report relevant information within the West Bank, including East Jerusalem

Experience and technical competencies:

Minimum of 5 yearsโ€™ experience, preferably with both government and INGOโ€™s, in a government liaison or similar roles; Knowledge of Palestinian legislation and policies related to INGO work in the country; Knowledge of governance and administrative structures within the occupied Palestinian territory, experience from working inside a governmental structure considered an asset; Demonstrated competencies in drafting official letters in Arabic; Excellent written and spoken English language skills; Experience in humanitarian work; Excellent communication skills and diplomatic approach Ability to operate and work independently; Detail oriented and strong organizational skills; Ability to move freely between Ramallah and Jerusalem, as well as other locations throughout the West Bank

Education:

Master's degree in social sciences, humanities, development studies or other relevant fields.

We offer

Contract length: 6-month contract with a possibility of extension based on performance and funding

Position Band: This position will be placed at non-management band (F)

Start date: ASAP

Duty station: Ramallah with frequent travel to Jerusalem

Salary and conditions will be in accordance with Danish Refugee Councilโ€™s Terms of Employment for National.
