BACKGROUND

Plan International is an independent development and humanitarian organization that advances childrenโ€™s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (Plan Indonesia) was established as the national entity of Plan International in Indonesia. Plan Indonesia is currently implementing its Country Strategy 4 (CS 4) covering the fiscal year 2018 to 2022, where the countryโ€™s purpose is in line with the global Plan Internationalโ€™s Purpose โ€œto advance childrenโ€™s rights and equality for girlsโ€. Our ambition is to enable at least 3 million girls and young women to learn (gain skills for work), lead (empower to take action on issues that matter to them), decide (have control over their own lives and bodies), and thrive (grow healthy and protected from violence). It means that we will take action to identify and facilitate the removal of obstacles that prevent children, especially girls and young women, from enjoying their rights and participating fully in Indonesian society. This goal will be achieved by implementing quality programs and projects and influencing decision-makers and key stakeholders to make the required changes. Supported by the LEGO foundation, Plan Indonesia will deliver a child-friendly school project in Jakarta from Oct.23 โ€“ Oct.24.

ROLE PURPOSE

The project manager will be key in delivering the project activities and supporting the thematic issue in the Resilient School program. It consists of safe learning and school environment, climate change adaptation, and health/mental health in fun learning methods to strengthen resilience and use nexus to mainstream issues. S/he is accountable for the project output and outcome achievement and maintain good collaboration and communication with the donor, KemenPPA (child-friendly school), Kemdikbud (safe school), Jakarta government agencies, other NGOs/network, and school communities.

The project manager is responsible for supporting the growth of the program portfolio through proposal development and other supporting documents, such as case studies and lessons learned. S/he will support the influencing work to strengthen the Planโ€™s position in the school safety/resilient school/child-friendly school network.

Reporting to the Program Manager, the project manager will be responsible for the following:

  • Project planning, design, and development: design and plan projects aligning with Plan International principles of gender transformation and safeguarding.
  • Monitor the spending and content theme of project implementation: ensuring innovative ways and approach in project implementation; ensuring effective measure to comply with Plan International and donor policies and guidelines.
  • Advocacy and influencing: deliver the advocacy and influencing of Plan Indonesiaโ€™s thematic area of expertise to inform policies in child-friendly / safe schools, enrich CSO discussions and public opinion, contributing to the effort to build Plan Indonesiaโ€™s thought leadership in child rights and girlsโ€™ equality, including in the context of emergency.
  • Develop content analysis in reporting and support knowledge management: ensuring the achievement of quality project reports, evaluation, and monitoring; participate and contribute to the reporting process at the country level to document lessons learned and any knowledge products for information sharing and advocacy.
  • Contribute to program thematic of Resilient School activities and output achievement.

    ACCOUNTABILITIES

    Responsible for Managing Partnerships on Project Planning and design

    1. Support the planning and design of the project, which is in line with CS5, monitoring and evaluation framework, budget plans, and communications strategy
    2. Develop and submit a consolidated detailed implementation plan (DIP) based on the area project-specific plans.
    3. Communicate with donors on program planning and budget
    4. Liaise closely with project partners and Government stakeholders to develop project planning
    5. Conduct partnership selection for situation assessment through issues analysis, capacity/resources, access, opportunity, and support (if applicable)

      Program implementation in line with the project design and planning

      1. Ensuring high-quality project implementation and compliance with project design and planning. Able to provide explanation and justification to donor and partner on project quality if needed
      2. Establish a linkage project with the Resilient School program, CC program, and humanitarian response program
      3. Monitor, manage, and coordinate the stakeholders (governments, CSOs, schools) for the provision of strategic support services
      4. Develop and implement the project scaling-up strategies as well as sustainability
      5. Support the MER team to update the monitoring mechanisms and tools for project monitoring regularly
      6. Working collaboratively with technical advisor/specialist at the CO level for cross-cutting themes such as gender, inclusion, participation, protection

        Communication, Monitoring, and Reporting

        1. Conduct monitoring to target project location and facilitate discussion and coordination between donors, stakeholders, and program participants.
        2. Maintain communication with Programme Manager GRDPHR, YLCR, RS, and team on project planning and implementation.
        3. Monitor project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
        4. Prepare progress reports for the internal Plan every quarter and on other bases if needed
        5. Prepare informative and high-quality donor reports
        6. Develop and maintain the SAP system, PMERL YODA, and any other applicable platform for project and program
        7. Collaborate with the communications team to implement the communications strategy, both internal Plan and external parties
        8. Develop and implement influencing strategy and planning at the national and local level to promote resilient school, child-friendly school and fun-learning methods in collaboration with the advocacy team
        9. Represent the Plan in relevant cluster/network meeting

          Networks, partnership, and Learning

          1. Establish external networks to strengthen the implementation of the project, exchange experiences, and scale up program implementation
          2. Maintaining high-quality relationships with implementing partners, as well as reviewing reports and indicators
          3. Facilitate the learning process of internal development at the local and national level
          4. Support advocacy and influencing efforts in developing child-friendly related policies (including safe school) and programming at a different level
          5. Develop project documentation showing learning and best practices that emerged during project implementation
