UNEP's Corporate Services Division (CSD) is the guardian of UNEP's corporate interest, mitigating its exposure to risk and supporting the organization with management tools, plans and related capacity building. UNEP’s International Methane Emissions Observatory (IMEO) exists to provide open, reliable, and actionable data to reduce methane emissions. To achieve its mission, IMEO's work is composed of several core pillars: transparency, science, and implementation. This position is in the Legal Unit of the Corporate Services Division at the Nairobi Duty Station and reports to the Head of the Legal Unit of UN Environment Programme. Duties and Responsibilities: Support the work of the Legal Unit/Corporate Services Division The Legal Unit requires the expertise of a Legal Affairs Consultant to support IMEO in the implementation of its core mission, in accordance with UNEP's accountability requirements, rules, regulations and UN core values. Functions include the provision of general legal advice, assistance in the preparation of agreements and contracts with both private entities and UNEP partners, and where necessary, review of administrative matters. The Legal Affairs Consultant will be expected to handle a range of issues related to constitutional, international, public, and administrative law, including the interpretation and application of constitutive, legislative and other instruments governing United Nations activities and operations in relation to IMEO’s activities and in consultation with other Legal Officers. The Legal Affairs Consultant will assist the Legal Unit in the: • Preparation of agreements and contracts, including with Member States, public and private entities, NGOs, academia, and UNEP partners. • Preparation of legal opinions/advice on a wide range of international public or private law issues, involving, inter alia, matters related to publications and licencing, provision technical assistance, intellectual property questions, privileges and immunities, treaty law and practice, procedural issues arising during meetings of United Nations organs, constitutional and administrative law of the Organization including human resources. • Negotiation and informal settlement of disputes and claims against the Organization. • Performance of other related tasks as assigned. Qualifications/special skillsAdvanced university degree (Master's degree or equivalent) in international law or related field is required. A first law level university degree (Bachelor's degree or equivalent) in combination with two (2) additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics, data science, and/or oil and gas is an advantage. A minimum of five (5) years of progressively responsible experience in law is required. Legal analysis, research and writing experience is required. Experience in negotiating, reviewing and managing complex negotiations and contracts is required. Litigation experience is required. Experience handling legal matters in the UN, or similar international organizations is desirable. Experience working with government and/or private sector clients is desirable. Mediation or conflict resolution experience is desirable. 2 years or more of experience in data analytics or related area is desirable. Experience in the oil and gas sector is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of French and/or Spanish is desirable.
