The Infectious Disease Detection and Surveillance (IDDS) is a five-year USAID-funded project with the following overall objectives: (1) improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases including Tuberculosis (TB) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems. The global project supports countries to achieve their Global Health Security Agenda (GHSA) goals and other related initiatives.
The country Global Health Security (GHS) portfolio will identify and help implement proven approaches to
improve surveillance and biosafety and security. The project aims to support the country in its preparation for emergency response for potential threats, outbreaks, and pandemics.
Key Responsibilities
Support implementation of TA activities to project-supported facilities, including but not limited to coordination, assessment, follow-up, mentoring, monitoring, and evaluation visits.
Conduct a needs assessment to understand the laboratory's current state and identify the requirements to meet OIE/WHO standards.
Develop a capacity strengthening plan for animal disease diagnostic surveillance.
Conduct relevant trainings to project-supported facilities as needed and requested as part of capacity building and continuous improvement schemes.
Provide support and technical assistance to project-supported facilities in public sector, implementing partners.
Participate in coordination meetings with the team and other partners as required and after consultation with Senior Laboratory Specialist.
Provide technical assistance on appropriate program upgrade and/or policy recommendations of the animal sector health system based on the current design and implementation.
Provide recommendations and expertise for project improvement and implementation of GHS activities.
Provide technical assistance in the development of concept notes, memorandum of agreements, reports, quality manuals, training materials, and similar documents.
Perform other duties as assigned.
Minimum Requirements
With strong knowledge and relevant work experience in diagnostics in animal health and surveillance in animal health sector.
Previous experience in conducting assessments, capacity building, and developing technical reports for the Animal Health Sector.
Experience in conducting coordination meetings and in collaborating with Department of Agriculture and other relevant stakeholders and/or implementing partners.
Excellent oral and written communication skills.
Proficient in Microsoft Office Suite, particularly, Word, Excel, and PowerPoint.
Strong organizational and attention to detail needed to adhere to project deadlines.
Ability to work independently with minimal supervision and work with others effectively.
Results-oriented, flexible, and problem-solving skills.
Working Conditions and Travel Requirements
Up to 25%- 50% local travel to coordinate, monitor, and/ or participate in project activities.
Education and Experience:
Bachelorโs degree in Veterinary Medicine, Biomedical or Laboratory Sciences, Animal Health Courses, or equivalent.
Doctorate degree in veterinary medicine or equivalent is an advantage.
Minimum 5 years of demonstrated experience in animal health sector in a NGO. Government agency or private company.
