ContextUNDP supports strategic capacity development initiatives to promote inclusive growth and sustainable human development. Together with national, regional, and local authorities, civil societies, the private sector, UNDP strives to support Ukraine in its efforts to eliminate poverty, develop peopleโ€™s capacity, achieve equitable results, sustain the environment, and advance democratic governance. UNDP is in line with 2030 Agenda and the Sustainable Development Goals (SDGs), to achieve national strategic capacity development. UNDP works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nationsโ€™ development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs). In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response and management; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric. MSMEs in Ukraine comprise 99.98% of all business entities. They create the largest share of value added (64%) at cost of production and providing 82% of jobs in the form of employment, sole proprietors, and working shareholders, or 74% of all jobs in the labour market in 2021. Since the start of the full-scale invasion, 64% of MSMEs have temporarily or completely suspended their business activities. However, the vast majority (84% of suspended companies) have managed to partly renew their enterprises within a period of up to 6 months. More than 90% of respondents' MSMEs suffered financial losses due to the full-scale invasion. Yet MSMEs are those that are mostly affected by incomplete reforms and fluid frameworks. In the context of the Economic Policy & Private Sector Development (EPPSD) project, the United Nations Development Programme (UNDP) is intervening to design and deliver tailored capacity development support MSMEs and private sector payers representing different macro regions and segments of Ukraine to help strengthen their institutional/organizational/financial capacities to represent interests of the private sector and facilitate a more active, responsive, professional and policy-oriented dialogue between public and private sectors. The Project is also addressing important cross-cutting challenges for economic development in Ukraine, such as women's economic empowerment and promoting sustainable practices among MSMEs.
