The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.ย 

The Strategy and Knowledge Department (SKD) provides expert guidance on IFAD's strategic direction, thematic priorities and technical quality of IFADโ€™s operations. It plays a critical role in providing technical expertise to operational teams to enhance development effectiveness, by generating ย and ย disseminating IFADโ€™s development knowledge and evidence on strategic themes, and encouraging innovative application of cutting-edge global knowledge and evidence in IFAD investments to support countries tackle their most complex development challenges in fostering inclusive and sustainable rural transformation. SKD is composed of the (i) Environment, Climate, Gender and Social Inclusion Division (ECG); the (ii) Sustainable Production, Markets and Institutions Division (PMI); and the (iii) Research and Impact Assessment Division (RIA).

The PMI Division (PMI) aims to strengthen the quality of IFADโ€™s portfolio of country programmes (comprising loans, grants and associated activities) with regards to technological, institutional and policy aspects. The Division supports IFADโ€™s investment in developing and applying a knowledge base on pro-poor, community-led rural development. This knowledge management provides the basis for PMIโ€™s quality enhancement of the Fundโ€™s programmes and partnership development for rural poverty reduction.
The Farmersโ€™ Organizations for ACP (FO4ACP) programme is the result of the joint effort and consultations among all stakeholders and is based on the experience and results of the Farmers' Africa programme (2013-2018). The overall objective of the programme is to increase income and to improve livelihood, food and nutrition security and safety of organized smallholder and family farmers in the target areas of the Africa, Caribbean and Pacific (ACP) countries. FO4ACP is co-funded by the European Commission (EC) and IFAD, the with a total cost of EUR 52 million.

IFAD is in charge of the programmeโ€™s administration and direct supervision. A specific component and a dedicated budget line for IFAD coordination, supervision and monitoring and evaluation and related activities is provided. FO4ACP is coordinated by the FO4ACP Technical Specialist, Rural Institutions, PMI.

The Knowledge Management and M&E Analyst works under the overall guidance of the Lead Global Technical Specialist โ€“ Rural Institutions, and under the daily supervision of the FO4ACP Technical Specialist.

Job Role ย 

The Knowledge Management and M&E Analyst will be responsible to provide quality support to the implementation of FO4ACP activities that focus on M&E, data collection and knowledge management with a view to generating and collecting evidence about the results and impact of the programme, its results and lessons learnt to be used for multiple audiences.

Key Functions and Results ย 

MONITORING, EVALUATION AND REPORTING: The KM and M&E Analyst:ย 

  1. Contributes to and support the development and updating of a results-based framework and its associated processes/procedures and tools that will enable the collection, storage and reporting of data related to all programme activities including the gender and youth dimension.
  2. Contributes to and support the monitoring of the quality and completeness of data for the documenting programme performance, ensure data within the programme for evidence-based decision making, and solve data problems when they arise.
  3. Develops and/or revises M&E tools as well as data collection procedures under the supervision of the FO4ACP Technical Specialist (e.g. project performance tracking, indicators, data flow chart, M&E manuals).
  4. Provides follow up and technical support to the evaluation of the FO4ACP programme, undertaken by IFAD in response to EC request, to be completed in 2025.ย 
  5. Compiles and analyse data from each of the programme technical areas to capture the outputs and outcomes as expected and support the programme technical team in the production of the progress and annual reports.

    KNOWLEDGE MANAGEMENT: In promoting knowledge gathering and sharing, the KM and M&E Analystโ€™s accountabilities include:

    1. Contributes to conducting trainings for the programme recipients involved in data collection and in the proper use of data collection tools.
    2. Ensures maintenance and regular updating of the databases for the collection of data related to the implementation of the program in line with the indicators included in the FO4ACP log frame (e.g. RFOs / NFOs membership, strategic tools developed, policy positions developed, number of women and young farmers in relevant positions etc.). In addition, make appropriate checks through the means of verification identified in the design process also by regular interactions with the recipients and, in particular, the programme focal points.Contributes to the implementation of FO4ACP Knowledge Management (KM) strategies.

      PARTNERSHIP BUILDING AND OUTREACH: The KM and M&E Analyst:

      1. Prepares and/or ensure the production of FO4ACP communication material such as the content to support internal and external communication activities in regard to the initiative, including blog posts, tweets and any other communication materials.ย 
      2. Assists the team in preparing knowledge products as programme newsletters, good practices, lessons learnt, and case studies.
      3. Coordinates and supports the programme recipients in the development of KM products (e.g. case studies, best practises etc.) by ensuring relevance and adequate quality for knowledge sharing and dissemination.
      4. Develops content for and maintains the FO4ACP Community of Practice.
      5. Contributes to the organization of knowledge management activities and events (e.g. webinars, workshops, meetings, side events, learning routes).
      6. Supports the FO4ACP team and the Rural Institutions team, as needed.

        MANAGERIAL FUNCTIONS:ย

              Advanced university degree from an accredited institution in international development, international relations, political science or related field. The advanced university degree may be substituted by a first university degree (Bachelor or equivalent) plus at least four additional years of relevant professional experience, over and above the minimum number of years of experience as stipulated above.

              Work experience:ย 
              At least 2 years of progressively responsible professional experience in M&E and knowledge management activities.
