Scope and Context.ย 

IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and

Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and violence reduction, community development and migration management.ย 

Under the direct supervision of the WASH Operations Officer, the incumbent will support on the implementation and monitoring of the on-the-ground Hygiene Promotion, Risk Communication and Community Engagement activities one of the IOM Field Locations. The incumbent will be based in one of IOM Field offices located in Bentiu (Unity State) or Malakal (Upper Nile).

Responsibilities and Accountabilities.ย 

Support the on-the-ground implementation and monitoring of hygiene promotion activities, awareness-raising events, communication and messaging, and training of staff and volunteers on good wash and public health practices, RCCE campaigns, and community promotion activities related to WASH and public health.ย Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services among target communities.ย Mobilize the communities to mitigate priority water and sanitation related health and GBV risks, promoting the WASH-GBV BCC strategy and keeping records of the community volunteers participating in HP activities.ย Communicate effectively with the communities targeted, ensuring that hygiene, health and relevant gender equality/GBV messages are passed on with participatory interventions, allowing ownership and empowerment of the beneficiaries to influence their hygiene and health.ย Assist in selecting, train, and manage Community water management committees, sanitation facilities caretakers and volunteer hygiene promoter networks within the targeted communities.Identify and set-up an inclusive and accessible communications strategy and complaints and feedback mechanisms, to ensure communities understand their entitlements and the IOM Standards of Conduct and know where to complain.Participate in the HP campaign by conducting house to house visits focused on hygiene promotion and public health, focus groups and mass campaign using songs, posters, etc.. promoting CLTS methodology and assisting the community mobilizers in the implementation of gathering events.Provide a weekly activity progress report to the Hygiene Promotion and Public Health Officer based in Juba, highlighting achievements versus targets.ย Support on the establishment of community-based sustainable water management systems, linked with building capacity of local water authoritiesPerform other duties as may be assigned. Education High School diploma with sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and relevant training attained with at least three years of relevant professional experience, orย Bachelorโ€™s Degree or higher in Public Health, Environmental Sciences, or a related field from an accredited academic institution with sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and relevant training attained, with at least one year of relevant professional experience.ย ย Experience Previous work experience and familiarity with the area is an added advantage.At least two-years' experience with community mobilization and wash programs.ย Experience working with different international organizations specialized in humanitarian assistance (e.g., UN agencies, INGOs, IOs, Donors, IFRC, or ICRC).ย Proven experience in the design and implementation of interventions that include research methods to address behavior change to promote hygiene.Experience in the design and implementation of KAP surveys, PMD, and WASH evaluations.ย Skills Advanced know-how and skills on Water, Sanitation and Hygiene (WASH) principles in humanitarian and development settings.Advanced computer literacy in Microsoft Office Suite (MS Word, Excel, and PowerPoint).Demonstrated ability to meet deadlines and deliver under pressure.Ability to produce thorough high-quality work within a tight timeframe.Demonstrated capacity strengthening skills and on-the-job training.Excellent Monitoring and Evaluation (M&E) Skills; management skills; organizational skills.ย Languages Fluency in English and Arabic is required.Fluency of local languages relevant to the duty station is mandatory.Required Competenciesย ย Values - all IOM staff members must abide by and demonstrate these three values: Inclusion and respect for diversity: Respects and promotes individual and cultural differences.
