Organizational Setting

The Department of Management (MT) provides a โ€˜platform of servicesโ€™ that serves as a foundation for the successful delivery of the IAEAโ€™s scientific and technical programmes. Its mission statement is as follows: โ€œMT is a partner and a business enabler that champions change and efficiency, leveraging a common purposeโ€. Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, and ensures that all Board documents are translated and distributed on a timely basis to Member States.
The Division of Information Technology provides support to the IAEA in the field of information and communication technology (ICT), including information systems for technical programmes and management. It is responsible for planning, developing and implementing an ICT strategy, for setting and enforcing common ICT standards throughout the Secretariat and for managing central ICT services. The IAEA's ICT infrastructure comprises state of the art hardware and software platforms in a partially decentralized environment. The Division has implemented an IT service management model based on ITIL (IT Infrastructure Library) and Prince2 (Projects in a Controlled Environment) best practices.ย 
The IAEA's Enterprise Resource Planning (ERP) system, known as the Agency-wide Information System for Programme Support (AIPS), was implemented in a multi-phased phased approach beginning in 2011 and completing in 2017. AIPS provides a single, fully-integrated solution that standardizes and improves efficiency of business processes by leveraging the Oracle ERP suite of products. AIPS encompasses 8 business domains: finance, procurement, programme and project management, planning and budgeting, human resources and payroll, contacts, travel and events management. The AIPS Management Section (AMS) within the Division of Information Technology manages the operations, maintenance, improvements, and support for the AIPS system in collaboration with business process owners. The AMS Section consists of approximately 20 staff members and is led by a Section Head, who reports to the Director of Information Technology/CIO.

Main Purpose

Reporting to the Head, Client Services Section, the IT Training Officer plays a full role in the design, coordination and delivery of training courses in various AIPS and IT modules, for IAEA personnel including staff members.

Role

The IT Training Officer is: (1) a trainer contributing to the development and delivery of training courses, training material, and e-learning material; (2) a coordinator, serving all IAEA staff, using appropriate training methods in order to address training needs; (3) a communicator, liaising with staff at large, preparing and updating high quality instructional material, training reports, gathering and analysis of student feedback in order to improve the quality and delivery of training courses delivered.

Functions / Key Results Expected

Reporting to the Head, MTIT Client Services Section, the IT Training Officer will:

โ€ข Design, manage, coordinate and deliver all AIPS (IAEA Oracle ERP system) training program and individual and specialised IT systems courses, for IAEA personnel.
โ€ข Review training practices and restructure the learning approach for AIPS/IT training, improving responsiveness and effectiveness of both content and duration to meet the training needs of IAEA.
โ€ข Develop online training material for the delivery of more granular topics, contributing to successful learning results.ย 
โ€ข Analyze IAEA IT and related business process training needs and recommend to Supervisor resulting training strategies and approaches.
โ€ข Identify the level of proficiency of target groups and develop training objectives and outcomes (pre-testing evaluations exercise), evaluate measurable training outcomes through compilation of feedback and information, assess effectiveness, review training approaches and amend the training strategy and or delivery methods as needed.ย 
โ€ข Consult with stakeholders (i.e. line managers, Administrative Officers Human Resources Learning & Development Group, IT Service Desk, ERP & IT Developers) and identify training and development needs in particular in regard to AIPS and IT requirements.
โ€ข Design and conduct individual customer satisfaction surveys following each delivered training course and compile quarterly evaluation reports to be submitted to Section Head, Client Services Section for statistics.
โ€ข Design and create high quality instructional videos (CAMTASIA), SCORM (shareable content through Learning Management System) and various E-learning material, for example: Office 365; Microsoft Teams, Webex, Interprefy (new meeting tool with interpretation for official Agency meetings with Member States), TALEO, NOMAD remote access, etc.).ย 
โ€ข Schedule and deliver classroom training and briefing sessions in the modules of the AIPS system, as well as other IT systems and associated business processes.
โ€ข Facilitate the introduction and adoption of new technology-facilitated working tools through analysis of customer habits activities (for example in the case of TEAMS, program and project structure, team compositions, external collaboration requirements, tools currently being used) and lead small targeted working group sessions, introducing new tool(s), highlighting benefits, time and cost saving measures.
โ€ข Assist in the development of a centralised all-encompassing, repository for online learning material related to IT and AIPS modules for all IAEA staff.
โ€ข Within the Working Group and in the capacity, of a Subject Matter Expert and Learning Administrator in the legacy learning management system, lead the scoping and testing aspects of the work associated with the newly acquired Oracle Learning Management System (Oracle Fusion) for the Division of Information Technology (MTIT).
โ€ข Acting as a back-up during leave, to the Client Relationship Manager, MTIT, drafts formal authorisations for outgoing communications, prior to posting, and disseminates staff announcements and information in respect to system interruptions or system improvements.ย

Qualifications, Experience and Language skills

Bachelor's degree in training, Communications, Information Technology, Business Administration, International Relations, Liberal Arts or other relevant fields.

A minimum of five years' professional experience in training or teaching, of which at least one year should have been devoted to training in Oracle E-Business Suite R12.

Experience in web content management.ย 

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $70212 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 39249*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
