ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform. The ITS mission is to leverage information and technology as a force multiplier to accelerate, deepen, and sustain development impact. Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bankโ€™s Financial services, which include Corporate Finance, Risk Management, Controls, Treasury, Loans, Accounting, and Concessional finance (handling donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds). ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.

As a unit within the ITSFI department, ITSFT unit enables key functions of the WBG Finance and Accounting vice-presidency and its corporate partners such as financial management, payments and disbursements, new lending product deployment, financial accounting, institutional analytics, and external reporting. The unit also operates and evolves WBG ERP and the external client digital banking platform and supports WFA financial technology innovation.

Strategic Context

Investments in the Corporate Finance and Accounting Domain will enable the scale-up of WBG operations by integrating key outcomes from the Aria, Libra, and blockchain initiatives. These investments will support the Evolution Roadmap priorities by enhancing operational efficiency by simplifying business processes to enable more efficient use of funds and improving financial controls. The World Bank Group's Finance ERP modernization project will enhance financial management capabilities, reduce operational risk, and increase agility. Project Libra will modernize the Bank's loan ecosystem, streamline and automate loan processes, and incorporate innovations such as AI, OCR, and Blockchain, ensuring greater flexibility, scalability, and adaptability. Adopting blockchain technology will optimize and digitize end-to-end business processes, providing full traceability, immutable audit trails, and efficient data management. These strategic initiatives will position the WBG at the forefront of financial innovation, promoting sustainable development and financial stability.

Roles & Responsibilities

The World Bankโ€™s Finance IT unit is seeking a dynamic, highly skilled, and motivated full stack data professional with deep expertise in both data engineering and data analytics to drive the modernization and optimization of our financial data platforms and delivering actionable insights for the Finance business teams. The successful candidate will play a pivotal role in designing, implementing and optimizing data pipelines and solutions, leveraging a modern data stack including Azure Data Lake Storage Gen2 (ADLS Gen2), Dremio, Power BI, Python-based ETL/ELT, and Azure Data Factory (ADF), while also leading the development of advanced analytics, dashboards and data-driven decision support (using Power BI and related tools). Experience with real-time data ingestion using Azure cloud-native tools is essential. Familiarity with emerging Data Lakehouse technologies such as Apache Iceberg is considered a strong asset, as the team is exploring future adoption. The role requires a blend of technical expertise, business acumen in capital markets data with the ability to translate data into strategic value and with the expectation to evolve into a Product Owner capacity for key data products.

Key Responsibilities

1. Data Engineering Leadership
โ€ข Lead the design, development, and maintenance of scalable, secure, and high-performance data pipelines and architectures for Finance IT, with a focus on capital markets data.
โ€ข Architect and implement solutions using ADLS Gen2 for data storage, Dremio for data virtualization and analytics, and Python for ETL/ELT and advanced analytics.
โ€ข Design, develop, and orchestrate data pipelines using Azure Data Factory (ADF), including both batch and real-time data ingestion from diverse financial data sources (e.g., Bloomberg, Reuters, transactional systems, risk analytics platforms).
โ€ข Leverage Azure cloud-native tools (such as Azure Functions, Logic Apps, Event Hubs, and Stream Analytics) to enable real-time and event-driven data ingestion and processing.
โ€ข Ensure data quality, lineage, and governance in compliance with World Bank and industry standards.
โ€ข Evaluate and pilot new technologies (e.g., Apache Iceberg, Databricks) to enhance data platform capabilities and future-proof the current architecture.

2. Data Analytics & Business Intelligence
โ€ข Develop and maintain advanced analytics solutions, dashboards, and reports using Power BI and other BI tools.
โ€ข Perform exploratory data analysis, statistical modeling, and data visualization to generate actionable insights for business stakeholders.
โ€ข Collaborate with business teams to translate analytical findings into business recommendations and support regulatory and management reporting.
โ€ข Enable self-service analytics by designing data models and curated datasets for business users.

3. Bridging Engineering and Analytics
โ€ข Function as a liaison between data engineering and business teams, ensuring that data infrastructure supports analytical needs and that analytics are grounded in high-quality, well-governed data.

4. Product Ownership (Future Responsibility)
โ€ข Take ownership of key data products/platforms, defining and prioritizing product backlogs in alignment with business strategy and user needs.

5. Team Leadership & Collaboration

Selection Criteria

โ€ข Masterโ€™s degree in computer science, Engineering, Finance, or a related field with a minimum of 5 years of relevant experience or Bachelorโ€™s degree with a minimum of 7 years of experience.ย 
โ€ข Minimum 5 years of hands-on experience in data engineering, with at least 2 years in a technical leadership role.
โ€ข Proven expertise in designing and managing data architecture using ADLS Gen2, Dremio, Power BI, and Python for ETL/ELT and analytics.
โ€ข Strong experience with Azure Data Factory (ADF) for orchestrating complex data pipelines, including both batch and real-time data ingestion.
โ€ข Demonstrated expertise in real-time data ingestion and processing using Azure cloud-native tools (e.g., Azure Functions, Logic Apps, Event Hubs, Stream Analytics).
โ€ข Advanced proficiency in Power BI (including DAX, data modeling, and dashboard development) and data visualization best practices.
โ€ข Strong programming skills in Python and SQL; experience with cloud data platforms (Azure preferred).
โ€ข Experience or familiarity with Apache Iceberg or similar data Lakehouse technologies is a strong asset.
โ€ข Demonstrated ability to perform data analysis and communicate insights to business stakeholders.ย 
โ€ข Deep understanding of capital markets processes, products, and data flows (trade lifecycle, securities, derivatives, market data, regulatory reporting).
