ITSFE Context:
WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bankโ€™s Financial complex, which include WBG Treasury Portfolio (ITSTR), WBG Risk Management Analytics (ITSRA), Finance Technology Solutions (ITSF), and Financial Engineering (ITSFE). ITSFE handles donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds. ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.
As a unit within the Finance ITS, ITS Financial Engineering (ITSFE) unit provides systems and technology support to mission critical and core financial applications of the WBG finance complex units (DFI, WFA and BPS). The Development Finance IT systems team in ITSFE, provides IT solutions to support WBG development finance & strategic resource mobilization operations and membership for IDA, finance & accounting for Trust Funds, Capital subscription and management processes for IBRD, Externally Funded Output & Variance Reporting & Analysis related processes for IBRD capital income sustainability projections, etc.ย 
Duties and Accountabilities:
The IT Officer (Product Owner) will report to the ITSFE team lead and will work closely with finance clients primarily focusing on implementing new IT solutions and supporting the existing modern cloud-based web applications built for โ€˜IDA Mobilization & IBRD Corporate Financeโ€™ and โ€˜Strategy & Operationsโ€™ (DFCII) units. The Information Officer will be expected to provide support to maintain the business applications systems landscape, cross support enterprise initiatives that have touchpoints with core business processes and co-ordinate the delivery of ongoing capital project implementations as well as maintenance services through an Agile SAFe approach. His/Her primary responsibilities will include:
โ€ข Support and maintain the new generation of IDAโ€™s cloud-based systems (Azure based web applications, dashboards, and reports) with interfaces to SAP and other Enterprise Systems.

โ€ข Working in Agile teams to implement new IT solutions as per requirements from business objectives and prioritiesโ€ข Support and foster a culture of continuous improvement within the team while following the SAFe methodology.

โ€ข Ensure that the team adheres to Agile practices, working collaboratively and effectively toward accomplishing agreed sprint goals while proactively removing obstacles hindering the teamโ€™s progress and enabling a smooth workflow.โ€ข Specialize in IDA business domain & Cloud services & framework development expertise in Microsoft and Azure technologies - .Net framework, MS SQL, ASE, AKS, Azure SQL, ADF, Blob, Azure durable functions and Power BI; establish robust development framework and build the platform in Azure, design and implement analytics dashboard, report and transaction apps, perform data architecture and implement management reporting solutions for business data in IDA & MDRI domains within DFI.

โ€ข Liaise with other WBG IT teams on various technology and security requirements such as: central Bl team and composite data services, Mobile framework team, OIS, EA, Web Admin, IAM, etc.โ€ข Build solutions on Azure using key principles throughout your architecture, regardless of technology choice, continuously improve the IDA system architecture. monitor compliance to Enterprise Data Quality, conform and support data governance initiatives, methodologies, standard operation procedures (SOPs), style guides and presentation material supporting standardization and quality of data across the institution.

โ€ข Scaling IDA system to handle load, identifying network bottlenecks, and optimizing the storage performance are important to ensure IDA users have the best experienceโ€ข Handle infrastructure and service failure, recover from the loss of data, and recover from a disaster by incorporating reliability into IDA system architecture.

โ€ข Solid understanding of IDA systems framework and proven experience with tools like Azure DevOps, building CI/CD and CM tools and modern frameworks for cloud native applicationโ€ข Establish systems to monitor the operating efficiency of existing application systems and provide (or arrange for) proactive maintenance.

โ€ข Pro-actively liaise with onsite and offshore teams (IT teams and business clients) to ensure IT support activities are on-track within defined specifications.ย โ€ข Backlog Management, define, prioritize, and manage the product backlog based on customer needs, business value, and technical constraints.

โ€ข Provide clear, concise, and actionable user stories and acceptance criteria to the development team while collaborating with the team to ensure user stories are refined and ready for implementation.โ€ข Actively participate in sprint planning, reviews, and retrospectives and adjust the product backlog as necessary based on sprint reviews, customer feedback, and emerging business needs

โ€ข Ensure the team delivers high-quality product increments that meet the defined acceptance criteria and continuously maximize product value by ensuring the team focuses on delivering high-priority, high-value features.โ€ข Facilitate the transition of application support activities for new applications, from original development team to the offshore support team.

โ€ข Develop code, and/or configure and test programs from clear specifications.โ€ข Prepare documentation of all procedures used in systems.

โ€ข Provides technical guidance and mentorship to team members.โ€ข Develop detailed flowcharts to show processing logic for programs.

Selection Criteria

โ€ข Education: Master's degree with 5 years relevant experience or Bachelorโ€™s Degree with a minimum of 7 years relevant experience and experience preferably with MDBs.

โ€ข Role Specific Experience: Minimum 5 yearsโ€™ experience project experience designing and delivering cloud solutions on an enterprise scale with at least 3 years specific to Azure solutions and its services (APM, ASE, AKS, Key Vault, SQL Server), Azure Data platform (ADF, Azure Analysis Services, BLOB, Data Lake, Power BI etc.,)โ€ข In-depth knowledge on WBGโ€™s concessional finance - IDA business domain is a must.

โ€ข Experience implementing the Azure framework for Development Partner funding processes like replenishment, contributions, monitoring PBA allocations with utilizations, PSW projects tracking, Policy commitment results tracking etc.,โ€ข Familiarity with industry standard processes defined for systems design, database design, development, testing, and integration phases of a program and/or project using the Agile SAFe based implementations.ย 

โ€ข Hands-on experience with Microsoft .Net, Angular, MS SQL, Azure Functions, ASE, AKS, Azure AD process, Azure Data Lake and APIGEE gateway technologies. Extensive knowledge and experience in maintaining hybrid system infrastructure involves on-prem and Azure cloud-based architecture.โ€ข Experience working with geographically distributed teams across different time zones.

โ€ข Demonstrated ability to effectively liaise with stakeholders on requirements, documenting issues, and getting consensus on resolutions.ย โ€ข Collaborate closely with stakeholders/customers, business leaders, and other teams to gather requirements and feedback.

โ€ข Experience in change management procedures and use of ADO/PLM processes for execution.ย โ€ข Willingness to seek advice and assistance when needed.ย 

โ€ข Strong communication and interpersonal skills, with the ability to collaborate effectively across teams and with stakeholders.โ€ข Problem-solving abilities to identify and address roadblocks or team challenges.

Other qualifications that will be a plus:โ€ข Working experience implementing solutions through the SAFe Methodology.

โ€ข Knowledge of ERPs & custom development, especially SAP technologies (SAP S4Hana, SAP BW/4Hana) and experience in developing custom applications for the finance domain using Azure PaaS services.โ€ข Proven work experience in implementation and development of cloud-based solutions on an enterprise scale, specifically on Microsoft Azure platforms.

โ€ข Good knowledge of Azure Services (APM, ASE, AKS, Key Vault, SQL Server) and Azure Data platform (ADF, Azure Analysis Services, BLOB, Data Lake, Power BI etc.).โ€ข Hands-on experience with Microsoft .Net, Angular, MS SQL, Azure Functions, ASE, AKS, Azure AD process, Azure Data Lake and APIGEE gateway technologies.

โ€ข Work experience with Multi-lateral Development Banks (MDBs) and/or other international financial institutions.โ€ข Microsoft Azure certifications in areas of cloud infrastructure, developing services and designing and maintaining financial business data.

โ€ข Comprehensive understanding of SAFe principles, Product Owner practices, Agile ceremonies, and methodologies.
