Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

ITSFE Context:

WBG Finance (ITSFI) is responsible for providing high quality, streamlined information and technology solutions for the World Bankโ€™s Financial complex, which include WBG Treasury Portfolio (ITSTR), WBG Risk Management Analytics (ITSRA), Finance Technology Solutions (ITSFT), and Financial Engineering (ITSFE). ITSFE handles donor contributions from inception to the point of final disbursement, including IDA, Financial Intermediary Funds and Trust Funds. ITSFI is additionally responsible for building its IT services using a shared platform that provides scale, leverage, reliability, and control while at the same time improving responsiveness to emerging business needs. The ITSFI team is accountable for the implementation of the ITS Strategy supporting WBG core finance business processes.

As a unit within the Finance ITS, ITS Financial Engineering (ITSFE) unit provides systems and technology support to mission critical and core financial applications of the WBG finance complex units (DFI, WFA and BPS). The Development Finance IT systems team in ITSFE, provides IT solutions to support WBG development finance & strategic resource mobilization operations and membership for IDA, finance & accounting for Trust Funds, Capital subscription and management processes for IBRD, Externally Funded Output & Variance Reporting & Analysis related processes for IBRD capital income sustainability projections, etc.

Duties and Accountabilities:

The IT Analyst will report to the ITSFE team lead and will work closely with finance clients primarily focusing on implementing IT solutions and supporting the existing modern cloud-based web applications built across ITSFE units such as IDA, FIFS, Trust Fund, etc. The IT Analyst will be expected to provide support to maintain the business applications systems landscape, cross support enterprise initiatives that have touchpoints with core business processes and co-ordinate the delivery of ongoing capital project implementations as well as maintenance services through an Agile approach. His/ Her primary responsibilities will include:

- Playing a Scrum Master role and working in Agile teams to implement new IT solutions as per requirements from business objectives and priorities

- Support and foster a culture of continuous improvement within the team while following the SAFe methodology.

- Ensure that the team adheres to Agile practices, working collaboratively and effectively toward accomplishing agreed sprint goals while proactively removing obstacles hindering the teamโ€™s progress and enabling a smooth workflow.

- Address and resolve conflicts within the team quickly and diplomatically, ensuring a healthy and productive work environment typically under guidance of senior business analyst or project lead.

- Pro-actively liaise with the onsite and offshore teams (IT teams and business clients) to ensure IT support activities are on-track within defined specifications.

- Facilitate sprint planning, daily stand-ups, sprint reviews, and retrospectives to ensure efficient collaboration and smooth execution of work.

- Assess complex situations, identify underlying issues, and suggest practical solutions through root cause analysis or bottlenecks and facilitating solutions to prevent recurrence.

- Provide clear, concise, and actionable user stories and acceptance criteria to the development team while collaborating with others to ensure user stories are refined and ready for implementation as per SAFe methodology.

- Coordinates business review processes of implementations and obtains sign-off for deployment.

- Identifies, documents, and monitors key business processes needed to achieve successful business results. Maps and documents process and develops framework for improvement by documenting issues and getting consensus on resolutions.

- Develop detailed flowcharts to show processing logic (business, data etc.) for programs.

- Provide daily operational support for production systems in a proactively manner and as per guidance from team leads.

- Participate in user training as appropriate collaborating with business stakeholders working on change management.

- Collaborate with business analysts, project managers, and/or clients to analyze and clarify requirements and assist in the development of technical specification documents.

- Evaluate own work and contribute to the development of test plans and participate in post-implementation reviews as well as assists in execution and development of functional test plans.

- Understand the organizational mission, values, operations and goals and ITS policies and procedures and serve as a resource to other professionals. Ensure team is compliant and in alignment of the same.

- 80% of the time will be allocated to perform the Scrum Master role across projects within ITSFE context and the remaining 20% of the time will be towards coordination and project management activities within ITSFE.

Selection Criteria

* Education: Master's degree with 2 years relevant experience or Bachelorsโ€™ Degree with a minimum of 4 years relevant experience and experience preferably with MDBs.

* Experience working with geographically distributed teams across different time zones.

* Pro-actively liaise with the onsite and offshore teams (IT teams and business clients) to ensure IT support activities are on-track within defined specifications.

* Familiarity with industry standard processes defined for systems design, database design, development, testing, and integration phases of a project and agile based implementations.

* Track record demonstrating eagerness to learn new things while effectively contributing to the active work program.

Other qualifications that will be a plus:

* Working experience implementing solutions through the SAFe Methodology.

* Having a SAFe Scrum Master certification will be a plus.

* Proven experience in participating and contributing to PI events and ART level ceremonies.

* Exposure to Devsecops, Finops practice and principle will be an added advantage.

* Work experience with Multi-lateral Development Banks (MDBs) and/or other international financial institutions.

* Microsoft Azure certifications in areas of cloud infrastructure, developing services and designing and maintaining financial business data.

* Comprehensive understanding of SAFe principles and ceremonies, Scrum practices, and agile methodologies.
