Purpose of consultancyย ย
To support the effective implementation and quality assurance of the school based Primary Health Care Package (PHCP) in Timor Leste. The consultant will provide technical and operational assistance in coordinating school health screening activities, facilitating outreach health services to schools, supporting deworming campaigns, and conducting coverage assessments. The consultant aims to strengthen service delivery and contribute to improved health outcomes among school going children.

Background ย
Under the KOICA funded school health project, Say No to 5S (Starvation, STH, skin diseases, smoking, and sugary/alcoholic drinks), the Timorese Government, with support from WHO, is implementing a School-based PHCP to improve access to essential health services for school aged children. This package includes annual health screenings, health awareness, deworming, vaccination, and referrals for further care.
To ensure the quality and impact of the PHCP, it is critical to uphold high standards in the screening process and follow-up care. Many children identified with health conditions require treatment and additional support, especially those living in underserved areas. In this context, coordinating timely and well-structured outreach services is vital to ensuring no child is left behind.
Moreover, findings from a recent national STH prevalence survey indicate the need for additional rounds of school-based deworming to control infection levels. In response, WHO is planning to support the government to modify nationwide deworming campaign frequency.
This consultancy is therefore needed to provide technical and operational support in maintaining quality assurance of health screenings, facilitating outreach services, and supporting the planning and implementation of nationwide deworming activities.

- Review and revision of existing tools to ensure alignment with national standards and field needs.

- Detailed plan for school outreach, including scheduling and coordination

- Operational plan for nationwide deworming, including stakeholder coordination, logistics, and timeline.
Deliverable 5. Post-deworming coverage report including coverage survey findings
- Report on coverage rates and analysis of coverage survey results, with recommendations.
Deliverable 6. PHCP Service Delivery Technical Report
- Summary of screening and service delivery outcomes, challenges, and recommendations.

- Comprehensive summary of work performed, key achievements, and recommendations for future action.
Educational Qualifications:ย ย
Essential: Bachelor's degree in Nursing or Medicine.
Desirable: Master'sย degree in Public Health, Epidemiology, Community Health.

Experience ย
Essential: Minimum of 5 years of relevant experience in public health programme implementation in low-resource settings, preferably in school health, community-based health services, or NTD control. Experience in mass drug administration (MDA) campaigns or school based deworming, including coverage survey and data collection. Proven experience in planning and coordinating health outreach activities, including liaising with government and local stakeholders.
Desirable: Professional experience at UN/international development agencies preferred, experience working in Timor-Leste or similar low-resource settings is desirable.

Skills/Knowledge:
Essential: Demonstrated understanding of quality assurance processes for health service delivery, including screening and referral mechanisms. Strong organisational skills and ability to work independently under tight timelines. Familiarity with monitoring and evaluation (M&E) methods and ability to analyse basic health data to inform decision-making.

The consultant is expected to travel to municipalities within the country

Remuneration and budget (travel costs are excluded):
a.ย ย ย ย ย ย Remuneration: Band level A; USD 3,955 โ USD 6,980 per month, depending on the consultant's experience and educational background.
b.ย ย ย ย ย ย Living expenses: Per diem will be paid as per WHO rules applicable to international consultants for travel.
c.ย ย ย ย ย ย Expected duration of contract: 6 months (Maximum contract duration is 11 months per calendar year)
