Background:

The OSCE works for stability, peace, and democracy for more than a billion people, through political dialogue about shared values and practical work that contributes to sustainable progress. The OSCE's comprehensive security concept covers the politico-military, economic and environmental, and human dimensions. Mandated by the participating States (pSs) to help them fulfill commitments in the human dimension, the OSCE's Office for Democratic Institutions and Human Rights (ODIHR), through its Tolerance and Non-Discrimination Department (TND), has developed a collection of resources and programmes. These include awareness-raising about discrimination, hate crimes, anti-Semitism, and other forms of intolerance, including against Muslims, Christians, and members of other religions. Through policy advice and training for law enforcement personnel and educators, the Office works to strengthen the capacity of governments to prevent and respond to hate crimes and all forms of discrimination. ODIHR also works to increase the ability of civil society to monitor and report hate crimes and incidents.


Aligning extra-budgetary contributions towards addressing all grounds and forms of intolerance, in 2020, ODIHR started implementing the \"Turning Words into Action to Address Intolerance\" (WiA 2) project. This effort furthered ODIHR's work in addressing security concerns of minority communities, addressing intolerance in and through education, and supporting and establishing civil society coalitions. The WiA2 project also included the capacity-building programs of law enforcement agencies such as the TAHCLE, PAHCT, and the hate crime data collection INFAHCT toolkit.


The WiA2 project will continue with activities until 31 July 2023 by which date it is necessary to finalize outstanding commitments to project partners, ensure full budget utilization and prepare a comprehensive financial and narrative report.

Objective of Assignment:

ODIHR seeks the services of an experienced consultant to support the closing activities of the WiA2 project, including finalizing outstanding commitments to project partners, ensuring full budget utilization, and preparing a comprehensive project narrative and financial report.

Duration of Assignment: 20 working days

Tasks and Responsibilities:

Under the overall supervision of the Head of the Tolerance and Non-Discrimination Department, the successful candidate will be tasked with the following duties:

Contribute to the elaboration of training plan on addressing hate crime for the Center for Training of Judges and Prosecutors of Montenegro; Prepare the Quarterly Report for the United States based on implemented project activities in the period March-June 2023; Prepare a draft schedule for implementing the Action Points from the regional event on addressing the security needs of Muslim Communities in Skopje, North Macedonia; Conclude the translation of the Teaching Aids on addressing anti-Semitism through education into Hungarian; Conclude contractual issues between ODIHR and University College London (UCL) for the development of the e-course on addressing anti-Semitism; Advise on full budget utilization including on the use of pledges for implementing TAHCLE and PAHCT activities; Provide support to finalizing the Memorandum for Inter-Agency Cooperation on Addressing Hate Crimes in Cyprus; Prepare the WiA2 comprehensive report for Canadian donors; Integrate a gender and diversity perspective into all tasks and activities.

Necessary Qualifications:

Advanced university degree in law, social/political sciences, international relations, or related disciplines;

At least eight years of professional experience implementing tolerance and non-discrimination and human rights related projects and programmes, preferably at an international organization;

At least five years delivering training to legal, law enforcement and other professionals on matters of addressing hate crime;

Proven knowledge of and experience in OSCE project development and design, extra-budgetary project reporting requirements, budget management, and project monitoring and evaluation;

Understanding of gender and diversity mainstreaming in project design, implementation, monitoring, and evaluation;

Experience in working with OSCE institutions or field operations;

Excellent written and spoken English.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
