Background\nof the activity:\n\n

The Project is implemented in Armenia to\nfurther strengthen the capacities of the national authorities to tackle\ncross-border organized crime and independent border management capacities. The\nprimary national partners benefiting from its outcomes are the National\nSecurity Service of the Republic of Armenia (NSS) and its Border Guard Troops\n(BGT). The Project will build on the results achieved in recent years and will\nfurther advance the alignment of the border guard training/ educational system\nand standards with European and international best practices, enhance capacity\nto autonomously manage borders through enhanced secondary inspection as well as\ncapacity to detect and counter irregular travellers, including terrorists and\nserious criminals through setting up Advance Passenger Information (API) and\nPassenger Name Record (PNR) data.ย  Theย ToTย training\ncourse is designed to prepare participants to become effective trainers\nthemselves - equipping them not only with border management subject matter\nexpertise but also with the skills to teach others.\n\n

Core Functions / Responsibilities:\n\n

Underย the overall supervision of the of Office and\nthe direct supervision of the Project Coordinator, as well as in close\ncooperation with relevant stakeholders, the international consultant will\nperform the following tasks:\n\n

1)ย ย ย ย ย ย ย \nDeveloping\nmodules for travel document/passport examination covering all steps of\nexamination process, providing information on modern security features in the\ntravel documents; developing gender-sensitive modules on contemporary methods\nof fraud detection and passenger profiling and second line interviewing\ntechniques with respective handouts and presentation materials.\n\n

2)ย ย ย ย ย ย ย \nConduct a 5-day\ntraining course for up to 15 second-line border guard officers on the developed\ntraining module including a session in effective use of the workstation of\nforensic examination of questioned documents.\n\n

3)ย ย ย ย ย ย ย \nConduct pre-\nand post- assessments to evaluate knowledge change of the trainees.\n\n

4)ย ย ย ย ย ย ย \nConsult with\nthe IOM project team on appropriate and agreed approaches to the specified\ntasks before their completion.\n\n
