Project Context and Scope
The project โHromada Reconstruction and Empowerment Facilityโ (HREF) is implemented on the basis of the Agreement concluded between the International Organization for Migration (IOM) and the Credit Institution for Reconstruction (KfW) on 19 December 2023 (BMZ-No 2023 679 69) with the aim to restore damaged or deteriorated infrastructure objects improving access to the critical services for local population.
In order to achieve greater effectiveness by interlinking the various components of the programme, activities are implemented focusing on five oblasts: Lviv, Ivano-Frankivsk, Chernivtsi, Zakarpattya, and Vinnytsyaย with flexibility to revise the number of regions as necessary..
The Consultant will be responsible for analysis of the available technical documentation per site including existing design and cost estimate documentation (DCED), drawings, sketches, plans, technical reports on the results of the technical condition of the building, if available, and providing recommendations and advice for identified discrepancies. Also, preparing clear technical tasks for procurement of technical inspection of the condition of buildings, external design services, examination of DCED in accordance with state regulation, if necessary, in case IOM capacity will not be enough to develop proper documentation.
Also, when required,ย the Consultant will support quality control and monitoring activities related to repairs and refurbishment of selected infrastructure objects.

Tasks to be performed under this contract
- Analysis of DะกED, including architectural, structural and engineering solutions, cost estimate section, the technological part, which includes the provision of facilities with specific equipment, other technical and economic indicators, expert conclusions and comments (if available).
- Compare of the DCED content with the requirements of current national construction standards (DBN, DSTU, SNIP โ if applicable), relevant Ukrainian laws and subordinate acts, environmental protection, fire safety, and industrial safety regulations, requirements related to cultural heritage sites (if applicable), the actual condition of the building or the requirements of donors and the needs of beneficiaries.
- Conduct identification and systematization of inconsistencies, including technical errors, outdated normative references, potential legal risks during implementation, absence or insufficiency of DCED sections required by law or real needs for the restoration/overhaul of the building. If necessary, conduct a site visit to analyze the initial data (actual condition of the structure/building) and the correspondence of the initial data specified in the DCED.
- ย Ensure proper formulation of justified recommendations, including proposals for correction or revision of the DCED, proposals for re-expertiseย in accordance with state regulationย (if necessary), legal or technical justification of identified remarks, options for resolving identified errors/inaccuracies (sketches, drawings) in accordance with current regulatory documentation.
- Support in drafting Bills of Quantities, Bills of Materials andย specific technological equipment (if necessary), preparing necessary engineering drawings and schemes taking into consideration national legislation and following IOM standards and project donor requirements.ย
- Assist the Senior Project Associate with preparing construction-related procurement documents for tenders following IOM standards and project donor requirements.
- Conduct quality control and document progress of works on-site. Navigate changes and correction where necessary and needed. Document any changes from original designs and plans and coordinate closely with the involved contractors, external technical and design supervision.ย
- Ensure proper filing of documents according to data protection and confidentiality protocols.
- Adhere to the highest standard to IOMs policy on the Prevention of Sexual Exploitation and Abuse
(PSEA) and verify implementation partners and contractors implement those standards to the same level. - Perform such other duties that may be required. Performance indicators for the evaluation of resultsย
Consultant monthly reports to IOM fully correspond requested tasks. The day-to-day work will be coordinated withย the relevant IOM project staff.
Education, Experience and/or skills required
- Masterโs degree in Civil Engineering/Architecture from an accredited academic institution with at least 5 years of relevant professional experience in construction design.
- Certificate of Design Engineer minimum for CC2 category or Certification as a licensed professional architect.
- Knowledge of Ukrainian legislation in the field of urban planning, design, examination and technical regulation;
- Experience in design, planning and implementation of civil design construction and WASH projects;
- Experience in conducting legal and technical examination of project documentation isย an advantage;
- Experience working with a non-governmental organization and/or international organization is an advantage;
- Fluency in Ukrainianย is required, working knowledge of English is an advantage.ย
