    Organizational Setting and Reporting Relationship

    The position of Information Resources and Services Officer (Library) is assigned to the Institutional Services Division (CSIS) within the Corporate Services Department (CSD). You will be based at our Headquarters in Manila, Philippines.

    You will report to the designated International Staff.

    Your Role

    As an Information Resources and Services Officer (Library) you will lead the Library Team, one of the three teams of the Information Resources and Services Unit, and oversee the provision of library services, personnel, budget, contracts, procurement, and communication activities.

    Your will:

  • Support the Unit Head, CSIS-IR, in developing a long-term plan for the library and lead in planning and implementing regular library operations, including resource allocation and workflow management.
Provide inputs and draft regular work progress reports for submission including related correspondence. Review existing business processes and recommend ways to further improve the library services. Review and develop guidelines to clarify workflows and oversee implementation of updated business processes. Contribute to the preparation, review, implementation, and monitoring of the library budget, including procurement of library resources in all formats and platforms. Review and verify contracts with library service providers and subscription vendors with CSPC. Lead library projects to improve the provision of reference and research services, ensuring completion and understanding of strategic goals. Oversee the execution of the collection development strategy of the library following ADB's operational strategy, monitor relevance and use of subscribed resources, and conduct user needs analysis. Lead in developing library communication activities, including library briefing and training materials on library resources and services. Provide guidance to the library team, including work plan preparations and training requirements. Contribute to the work planning by providing information on library activities, past accomplishments, future needs, and available resources. Perform other duties as may be assigned and reflected in your workplan.

Qualifications

You will need:

Bachelor's degree in library science and related courses preferably with advanced training At least 8 years of relevant professional experience. Experience using library services platforms and online catalog. Demonstrated capability to autonomously handle assigned projects and responsibilities and conduct research within clearly defined parameters and procedures. Experience performing cost-benefit analyses to facilitate decision-making processes. Experience writing features, reports, and routine communications. Knowledgeable in trends and practices within library and information management, including application of AI to Libraries. Experience in change management. Exhibited ability to provide strategic insight into analyzing complex situations and design well-thought-out solutions. Experience organizing multiple tasks and producing professional-quality outputs within the deadline. Proficiency in the use of relevant computer-based programs and applications including databases such as Oracle, Outlook, and SharePoint including spreadsheets and required information technologies. Displayed ability to liaise and work with staff within own work location and across the institution and able to work with teams as a constructive team member. Exhibited ability to work with individuals from different cultural/national backgrounds. Excellent command in verbal and written communication skills in English.

Additional Information

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
