The specific role will be supporting the Field Coordination and Emergencies Section (FCE), whose overall role is to support emergency preparedness and response initiatives in Afghanistan, through the sections, zonal offices and clusters. The section also aims to ensure connectedness of the emergency response to resilience/basic human needs programmes through nexus approaches. The key Stakeholders include, UNICEF Sections, Field Offices , Clusters and Other UN Agencies which include OCHA, UNHCR, IOM, WFP and FAO among others.

Task DescriptionUnder the overall direction and guidance of the Senior Emergency Specialist the Information Management Specialist will provide leadership for the Information Management (IM) function within the Field Coordination and Emergency section, and technically supported by Planning, Monitoring, and Data section. The role includes providing high-quality IM services to support emergency response and program performance, ensuring accurate and timely data for informed decision-making. This position is crucial for risk programming, data-driven decisions, emergency preparedness, people-centred programming, and improving programme monitoring and reporting. The IM Specialist will ensure that IM processes contribute to a well-coordinated, strategic, adequate, coherent, and effective emergency preparedness and response by all relevant participants. They will manage the collection, analysis, visualization, and sharing of information to support an efficient and effective humanitarian response. The main tasks and responsibilities of the postholder will include, but are not limited to: Coordination and Representation โ€ข Participate in inter-agency coordination meetings and represent UNICEF in various information management forums. โ€ข Provide inputs and updates for internal and external communications, including meeting presentations, briefing notes, and other materials. โ€ข Manage the flow of information and dissemination appropriately, including maintaining the Field Coordination and Emergency SharePoint and other systems. Information Management and Analysis โ€ข Leverage Geographic Information technologies for map production and geographic data management while promoting data standards and harmonized management of geographic data/information. โ€ข Establish and maintain information and geospatial databases that consolidate, analyze trends, and report/disseminate information critical to decision-making. โ€ข Collect, compile, and analyze data from various sources on risks and hazards such as natural disasters, programmatic deprivations, and diseases (e.g., AWD/cholera). โ€ข Develop and maintain mapping tools, interactive dashboards, and infographics on various risks and deprivations to enable emergency preparedness and response. โ€ข Create mapping tools and visualization products on areas such as access challenges, gaps, context analyses, and other relevant documents for advocacy. Emergency Preparedness and Response โ€ข Lead the preparation of regular emergency information products such as Situation Reports (SitReps), presentations, flash updates, and briefing notes. โ€ข Contribute to the development of strategic documents, including Humanitarian Action for Children (HAC), and Emergency Preparedness Platforms (EPP) for Afghanistan. โ€ข Provide regular inputs and updates on emergency situations and responses, supporting emergency preparedness and contingency planning efforts. โ€ข Support strategic analysis of UNICEF field presences and operations, considering factors such as needs, access, and conducive environments. โ€ข Provide technical support to field offices regarding situation analysis, emergency preparedness, and response efforts. โ€ข Coordinate with field offices to ensure timely and accurate data collection during emergencies, including the development of necessary data collection and IM tools. โ€ข Support Field Coordination and Emergency (FCE) missions to the field. Risk Analysis and Monitoring โ€ข Finalize the development of the Geospatial Risk and Deprivation dashboard in cooperation with HQ team and other relevant sections. Maintain and update the dashboard with data on various risks and deprivations, programme presence, and investments, regularly. โ€ข Support the development of equity analysis in close collaboration with the Field Coordination and the Planning, Monitoring, and Reporting section, with support from DAPM and EMOPS teams at HQ. โ€ข Provide analytical support for designing and implementing risk-informed programs, ensuring equity analysis findings are integrated into planning, monitoring, and evaluation efforts. โ€ข Provide technical support and capacity building to UNICEF staff at the country office and field offices on the implementation and utilization of the Risk Dashboard and equity analysis.

Living conditions and remarksThe position is based in Kabul with travel to provinces as required.
