Description of the Assignment: The BPF Investment Consultant will provide technical support and project management under the supervision of UNCDF’s Program Manager for the Blue Peace Financing Program. This support aims to (a) assist the OMVG in developing and mobilizing innovative financing for the implementation of the Integrated Development Master Plan (IDMP) for the Gambia River Basin (b) assist the Freetown City Council in improving its capacity and understanding for financing mechanisms/instruments and the capital markets in general and (c) in assessing readiness of projects of the Senegal River Basin Organization (OMVS) for blended financing structures.


The BPF Investment Consultant will work towards the successful implementation of the Blue Peace Financing Program with the assistance of other members of the Blue Peace Financing Program Implementation Unit (PIU), such as the Lead Engineer or local project officers and Investment Officers.


The responsibilities of the BPF Investment Consultant include.

Organization and facilitation of key OMVG program activities related to the Master Plan, particularly investments in Public-Private Partnerships (PPPs) with municipalities in the areas of water, agriculture, and energy.

Provide technical assistance and advisory to OMVG in the implementation of the financing structure for the Blue Peace Bond and other financing instruments for OMVG’s masterplan;

Providing technical assistance to program activities on infrastructure financing, climate finance, SMEs access to finance, innovation finance, cross-border investment projects, water-related local investments for both OMVG and FCC.

Review, screening, and identification of the OMVS project pipeline and preliminary assessment of OMVS projects.

Supporting the sourcing and structuring of investment transactions, as well as elaborating relevant documentation for internal approval processes regarding investments and programs;

Period of assignment/services (if applicable): one month
