Work LocationBrussels Expected duration02.01.-30.04.2026 Duties and ResponsibilitiesBackground of the assignment: UNODC is mandated to assist Member States in their struggle against illicit drugs, crime and terrorism. More specifically, in the context of global counter-terrorism, the United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism. The Terrorism Prevention Branch (TPB) of UNODC is one of the United Nationsโ€™ key providers of counter-terrorism technical assistance in the legal and related areas. It does this by providing legal assistance to countries to become parties to the universal legal instruments related to terrorism and to incorporate their provisions into national legislation, assisting national criminal justice entities to train their officials on the new laws and their implementation, and assisting national institutions dealing with terrorism on international cooperation in criminal matters. To achieve sustained impact, TPB has also been developing legal technical assistance tools, and broadening the scope of assistance in terms of its substantive content and support to the implementation of the UN Global Counter-Terrorism Strategy (the Strategy encourages UNODC to enhance its provision of technical assistance to Member States and it encourages Member States to resort to the technical assistance delivered by the Office). The UNODC Liaison Office in Brussels (BRULO) is a strategic presence in Brussels responsible for relations with the EU, NATO, WCO and the Government of Belgium. The Office is tasked with promoting a better understanding of UNODC mandates to all institutions including think tanks, NGOs, associations, universities and the general public in Belgium to enhance cooperation and develop joint ventures including with the Brussels based UN agencies, through policy dialogues, advocacy and resource mobilization. In addition, the Office provides support to UNODC Headquarters in Vienna and the Field Office network in 86 Countries globally in their relationships with the Brussels based institutions. Qualifications/special skillsA high school diploma is required โ€ข A minimum of two years of professional experience, preferably in counter-terrorism, including research, drafting, programme development and activity delivery, is required. โ€ข Excellent drafting, editing and verbal and written communication skills in English are required. โ€ข Professional experience in programme development and fund-raising in the area of counter-terrorism is highly desirable. โ€ข Professional experience in implementing technical assistance in the field is desirable. โ€ข Professional experience within the United Nations system is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required.
