Background of the assignment: In the context of global counter-terrorism, the United Nations Office on Drugs and Crime (UNODC) is mandated to provide assistance to requesting countries in their efforts to address the legal and criminal justice aspects of countering terrorism. The Terrorism Prevention Branch (TPB) of UNODC is one of the United Nationsโ€™ key providers of counter-terrorism technical assistance in the legal and related areas. It does this by providing legal assistance to countries to become parties to the universal legal instruments related to terrorism and to incorporate their provisions into national legislation, assisting national criminal justice entities to train their officials on the new laws and their implementation, and assisting national institutions dealing with terrorism on cooperation in criminal matters. To achieve sustained impact, TPB has also been developing legal technical assistance tools, and broadening the scope of assistance in terms of its substantive content and support to the implementation of the UN Global Counter-Terrorism Strat-egy (the Strategy encourages UNODC to enhance its provision of technical assistance to Member States and it encourages Member States to resort to the technical assistance delivered by the Office). Assistance delivery at the field level is pursued under the substantive leadership of TPB (within the framework of the Global Programme on โ€œPreventing and Countering Terrorismโ€) and the operation-al leadership of the respective UNODC regional or country offices, as an integral component of UNODCโ€™s respective regional and country programmes. The scope of assistance provided has been broadening, with ever increasing attention being given to implementation assistance, as more countries have ratified more of the universal instruments. Spe-cial attention is given to assisting countries to implement the UN Global Counter-Terrorism Strategy (resolution A/RES/60/288, adopted on 8 September 2006) and the relevant Security Council resolu-tions. UNODC Terrorism Prevention Branchโ€™s work supports Member States to strengthen their criminal justice response to terrorism, through: โ€ข Promoting the ratification and implementation of the universal legal instruments against terrorism (i.e. 19 conventions and protocols related to terrorism and relevant Security Council resolutions) โ€ข Assisting with the incorporation of provisions of those instruments into national legisla-tion โ€ข Building national capacity to more efficiently investigate, prosecute, and adjudicate ter-rorism offences and to address emerging issues in counter terrorism โ€ข Promoting international cooperation in criminal matters related to terrorism 2. Qualifications/special skillsโ€ข A high school diploma is required. A first-level university degree in business administration, international relations, social science law, political science, international relations or criminology is desirable. โ€ข A minimum of six months of relevant professional experience, including experience with the United Nations or other multilateral entities in areas related to international relations, law, and/or terrorism is required. โ€ข Work experience in delivering technical assistance to Sub-Saharan Africa is desirable. โ€ข Good knowledge of the universal instruments against terrorism; the mechanisms of international cooperation in criminal matters; and UNODC mandates and activities is desirable. โ€ข Experience in planning and organizing is desirable. Languagesโ€ข English and French are the working languages of the United Nations Secretariat.
