About this position:

The Innovation for Citizen Services Division (ICS) provides technical and financial support to governments to design and implement regulatory reform as a key element to modernize the state, improve productivity and increase confidence in public institutions. Regulatory policy consists of generating clear and economically beneficial regulations, simple procedures and services, as well as effective institutions to regulate and ensure compliance. The purpose is to ensure the greatest regulatory benefits for society with the lowest possible costs, promoting regulations that contribute to economic growth and development.

We are looking for a consultant with knowledge of Good Regulatory Practices (GRP). As a GRP consultant, you will support the work of the team within ICS to strengthen the regulatory capacities and the modernization of regulatory policies and governance in the region.

You will work in ICS part of Institutions for Development (IFD) department. This team is responsible for addressing issues of public sector governance and institutional capacity of the State (GA-232-38) in different sectors, with all tiers and branches of government. Part of its agenda includes supporting IDB member countries in their efforts to promote better government for citizens, understood from three key dimensions aligned with the Sector Strategy: effectiveness in achieving expected government results; efficiency in the management of available public resources; and openness of public institutions and policy formulation and implementation processes

  • Support implementation of regional initiatives that will assist countries as well as regional bodies in the implementation of Better Regulatory Practices.
  • Support the development and implementation of either digital or conceptual common tools that support a more efficient functioning of the Central Regulatory Bodies in each specific country.
  • Support the development of knowledge products either for capacity building or training in transversal and sectoral topics.
  • Support the activities of the Ibero-American and Caribbean Network for Regulatory Improvement including participation in communities of practice and regional dialogues
  • Support implementation of regional initiatives that will assist countries as well as regional bodies in the implementation of Better Regulatory Practices.
  • Support the development and implementation of either digital or conceptual common tools that support a more efficient functioning of the Central Regulatory Bodies in each specific country.
  • Support the development of knowledge products either for capacity building or training in transversal and sectoral topics.
  • Support the activities of the Ibero-American and Caribbean Network for Regulatory Improvement including participation in communities of practice and regional dialogues.
  • Support activities related to the design and execution of policy-based and investment loans, technical cooperation operations on issues of public management and regulatory improvement.
  • Produce inputs for the policy dialog with government counterparts and other internal and external stakeholders.
  • Support administrative activities, of projects led by ICS, in particular those related to regulatory improvement and the delivery of services to citizens and entrepreneurs.
  • Support the management of the contracts for individual consultants and consulting firms.
  • Participate, as required, in missions, providing support to the project team and the executing agency. Provide solutions to problems identified during project design and/or implementation.
  • Support outreach initiatives, including the organization of workshops and meetings (webinars or in-person events), and any other activities that support and enhance dialogue with and among the countries of the region.
  • Perform other activities as identified and approved by the contract supervisor.

    What you'll need:

    • Education: Master's degree in public administration, public policy, economics, law or other related fields or equivalent experience.
    • Experience: Minimum of 5 years of experience in public sector management in Latin America, both at national and sub-national level, particularly in aspects of regulatory process improvement and regulatory capacity building. Experience in multilateral development agencies desired.
    • Languages: Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.

        Requirements:

        • Citizenship: You are a citizen of one of our 48-member countries.
        • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.

          Type of contract and duration:

          • Type of contract: International Consultant Full-Time.
          • Length of contract: 12 months.
