Purpose of project (summary): The consultant will contribute to UNHCRโs support to the Ministry of Justice and Public Security (MJSP) on the development and implementation of the upcoming National Policy and Plan on Migration, Asylum and Statelessness, including the National Network of Welcoming Cities (RNCA), as well as related activities aimed at strengthening public policy and governance initiatives that benefit refugees and other persons in need of international protection in Brazil.

Lump-Sum amount and currency: BRL 99.000,00
Proposed instalment schedule: The total amount will be paid in six instalments: (i) after 30 days from the
beginning of the consultancy (BRL 18,000, including delivery of first partial report); (ii) after 2 months from the first payment (BRL 18,000, including delivery of second partial report); (iii) after 2 months from the second payment (BRL 18,000, including delivery of third partial report); (iv) after 2 months from the third payment (BRL 18,000, including delivery of fourth partial report); (v) after 2 months from the fourth payment (BRL 18,000, including delivery of fifth partial report); and (v) upon satisfactory delivery of the final report (BRL 9,000).

General Background of Project or Assignment, Operational Context:
On 23 January 2023, the MJSP signed Ordinance 290 of 2023, establishing the creation of a working group to discuss the National Policy on Migration, Asylum and Statelessness (PNMRA), as defined in the 2017 Migration Law, article 120. Since then, the MJSP has requested UNHCR to provide assistance, through the hiring of consultants โ in addition to technical and other modalities of support provided by UNHCR staff โ to the development and implementation of the upcoming PNMRA, of the National Network of Welcoming Cities (RNCA), of the 2nd National Conference on Migration, Asylum and Statelessness (COMIGRAR), of the work related to the drafting and implementation of the future National Plan on Migration, Asylum and Statelessness, and of further activities directed at strengthening public policy and governance initiatives that benefit refugees and other persons in need of international protection in Brazil. As such, UNHCR has been providing said support throughout the years 2023, 2024 and 2025 while this Terms of Reference aims to cover the activities to be carried out in 2026.
Purpose and Scope of Assignment:
The consultant will contribute to UNHCRโs support to the Ministry of Justice and Public Security (MJSP) on the development and implementation of the upcoming National Policy and Plan on Migration, Asylum and Statelessness, including the National Network of Welcoming Cities (RNCA), as well as related on activities aimed at strengthening public policy and governance initiatives that benefit refugees and other persons in need of international protection in Brazil. In particular, he/she will have the following responsibilities:
a) Provide technical support to both the National Policy and Plan on Migration, Asylum and Statelessness development and implementation processes;
b) Provide technical support to activities related to the National Network of Welcoming Cities (RNCA);
c) Support with planning and monitoring activities, as requested by the MJSP;
d) Carry out research and mapping of good practices, comparative policies and other legal instruments, as requested by the MJSP;
e) Draft meeting notes, concept notes, presentations and reports, and other supporting documents as requested by the MJSP;
f) Support the drafting of regulations, policies and other legal instruments, as requested by the MJSP;
g) Support in the organization of public consultations, meetings, workshops, side events, webinars and on-line/on-site seminars, among other events;
h) Carry on work-related travels as needed;
i) Perform other duties as may be assigned.
The Consultant has dual reporting lines and is accountable to the Ministry of Justice through the Migration Department (DEMIG) for programme delivery and policy-related issues, and to UNHCRโs Protection Unit for administrative and financial issues.
Required qualifications, language(s) and work experience:
Academic BA in Social Sciences, International Relations, Law, Public Policy or a related field from an accredited academic institution.

Minimum years of work experience:
โข Minimum of four years of professional experience in activities related to migration, refugees, protection of migration, asylum, statelessness or other relevant programmes.
Desirable:
โข Experience in multilateral processes or in the Federal Government is an advantage.
โข Previous working experience with an international organization or UN system would be an advantage.
โข Experience as Individual Consultant for UN Agencies will be considered an asset.
โข We encourage people with experience in drafting, implementing and monitoring public policies, and writing regulations to apply.
Languages:
Required: Portuguese (Proficiency / C1)
Desirable: Spanish and English (Intermediate / B1)
Monitoring and Progress Controls
The consultant will meet weekly with UNHCR and the MJSP for continuous monitoring, and six reports will be submitted to UNHCRโs Protection Unit in Brasilia (as detailed below), which will approve the documents and authorize the respective payment. Each report must include, in a concise and objective manner:
a. Activities performed during the reporting period (monthly or bimonthly), aligned with detailed work plan to be jointly validated by UNHCR and MJSP;
b. Meetings and events attended, including meeting minutes outlining outcomes, action points and relevance for consultancyโs objectives;
c. Engagement in external and internal activities, including brief description of outcomes and relevance for consultancyโs objectives;
d. Documents and information materials drafted, revised or launched โ including draft and final versions of the national plan, research reports, memos and other analytical reports;
e. Any other relevant activity aligned with the consultancyโs objectives.
