Introduction

Objectives of the assignment

TheThe objective of this consultancy is to support the Ministry of Health and South Sudan AIDS Commission to establish, standardize, and scale up a comprehensive, high-quality national Key and Vulnerable Populations (KVP) HIV program, with a primary focus on Female Sex Workers, in line with updated national guidelines and Global Fund priorities. The consultancy will strengthen national leadership and coordination, improve the quality and consistency of HIV prevention, testing, treatment, and referral services, and expand evidence-based community outreach approaches such as microplanning and peer-led strategies. It will also build sustainable capacity of implementing partners and peer educators, enhance data availability and use for program decision-making, promote meaningful community engagement, and ensure continuity and effective scale-up of KVP services following the transition of PEPFAR support, with the ultimate goal of reducing new HIV infections and improving health outcomes among Female Sex Workers in South Sudan.
