Terms of ReferenceScope of the project (summary):
Contribute to the understanding of the challenges and opportunities faced by the Haitian population in their socio-economic integration process in Brazil, to provide evidence that can serve both for the promotion of public policies and for the formulation of UNHCR service programs, in favor of this population, with the aim of improving their living conditions and access to rights and services in the host country. This assessment also aims at contributing to inform activities in the framework of the Action Plan for Strengthening the Protection and Local Integration of the Haitian Population in Brazil, launched by the Ministry of Justice and Public Security in 2023.

Contexto Geral do Projeto, Contexto Operacional:
Brazil has been a welcoming country for the Haitian population since 2012, when a growing number of nationals from that country began to seek the possibility of survival and a fresh start here after the earthquake that devastated the country in January 2010 and the subsequent worsening of the political situation and increased violence and human rights violations.
Currently, it is estimated that more than 88,000 Haitian people live in Brazil, most of them documented through humanitarian residence, or asylum claims, or even refugee status. There is also a significant presence of Brazilian children and young people who are children of Haitians.

From 2012 to the present day, Brazil has adopted diverse internal policies, especially in the form of humanitarian visas and document regularization, to serve the thousands of Haitians who arrive in search of protection and better possibilities of access to rights and development opportunities.

In recent years, Haitiโ€™s internal situation in terms of security, governance and protection of human rights has deteriorated markedly. Because of this progressive worsening, in November 2022, UNHCR issued a recommendation to States to suspend forced returns of Haitian nationals to Haiti, recognizing the situation of extreme fragility and serious violence in the country. In the same vein, the Inter-American Commission on Human Rights (IACHR) published, in January 2023, the report \"Situation of Human Rights in Haiti\", highlighting the barriers to access human rights in the country, with special attention to the intensification of public insecurity and democratic instability. Also in 2023, the United Nations Committee on the Elimination of Racial Discrimination (CERD) called on States in the region to suspend forced returns and adopt measures to protect Haitians on the move. In recent demonstrations, the United Nations Security Council also expressed deep concern about the deterioration of security and the humanitarian situation in Haiti.

In this context, Brazil reaffirmed its humanitarian commitment to the reception of, and assistance to, this population through the issuance of Interministerial Ordinance MJSP/MRE No. 37, of March 30, 2023, which renews the granting of humanitarian residence to these people, and Interministerial Ordinance MJSP/MRE No. 38, of April 10, 2023, which provides for the granting of a temporary visa for family reunion purposes.

However, over the last decade, the local integration challenges faced by this population in Brazil have become notorious. Cultural and language differences, the context of displacement โ€“ including the impacts of family separation โ€“, racism and xenophobia are some of the factors strongly impacting the possibilities of access to education, work, housing, health and social assistance opportunities for this population. It is also known that thousands of Haitian and Brazilian children of Haitians have already left Brazil in recent years, often through dangerous and irregular routes, in an attempt to find better possibilities of accessing rights in other countries on the continent.

Given this context, the Ministry of Justice and Public Security launched, with the support of UNHCR, an Action Plan aimed at responding in a more substantive and assertive way to the protection and integration needs of the Haitian population in Brazil. In support of the implementation of the Plan and programmatic actions to be carried out by the Government, but also by UNHCR and other relevant actors, such as civil society, private sector, justice system, academia, other international and community organizations, the consultancy seeks to carry out an assessment on the socio-economic integration of Haitian people in Brazil.

Objective and scope of duties:
Carry out an in-depth assessment of the socio-economic profile of the Haitian population residing in Brazil based on the analysis of secondary data available in public databases linked to the Ministry of Justice and Public Security, the Ministry of Labor and Employment and the Ministry of Development and Social Assistance, Family and Fight Against Hunger.

Measurable results: Preliminary research report, with analyzed results to be validated through a workshop to be held together with key actors with a prominent role in the reception of, and assistance to, Haitian people in Brazil, including the public sector, civil society and international organizations, which may contribute to the final report. The final report, to be presented at a public event, must also contain recommendations for public policies and programs based on existing evidence, as well as indications for data collection for in-depth qualitative analysis to be carried out later.

The individual consultant will be paid upon completion and approval of the following deliverables: Delivery of a work plan and an analysis plan through which the consultant will present and agree with UNHCR the variables on which to structure the assessment. These variables are expected to include geographic points of entry into the country and types of documentation accessed, territorial distribution, gender and age grouping (if available), characteristics of the access to the job market and economic mobility, social vulnerabilities, among others. The work and analysis plans will be agreed with a UNHCR technical team through a kick-off meeting. Delivery of an interim report, the results of which must be analyzed and validated within the framework of a workshop with key actors in the reception of, and assistance to, Haitian people, to be facilitated by the hired consultant.

Delivery of a final report whose results will integrate the additional analyses requested during the above-mentioned workshop. Likewise, this product must contain public policy recommendations based on the study evidence, and indications for structuring qualitative data collection that can complement the findings of the quantitative assessment. The final report must be presented at a public event, to be facilitated by the consultant. The publication of the final report must be preceded by an internal session with UNHCR for final feedback and must be accompanied by an internal document directed to UNHCR with programmatic recommendations for its action.

CANDIDATE MINIMUM REQUIREMENTS, SELECTION CRITERIA
Mandatory:
- Minimum academic qualification at PhD level in the area of social sciences and applied social sciences, demography, statistics, or specific courses, with special technical expertise in the area of specific consultancy purpose.
- At least 10 years of professional experience in areas relevant to the purpose of consultancy.
- Proven experience in methodology, collection and analysis of data.
- Experience in carrying out data analysis on refugees and migrants is indispensable and must be proven by scientific publications.
- Excellent analytical and communication skills; ability to communicate with various interested parties and to express ideas and concepts in a concise and clear form.
- Excellent writing and presentation skills in Portuguese.

Desirable:
- Links with Cรกtedra Sรฉrgio Vieira de Mello (CSVM) will be considered as a plus.

Monitoring and Progress Controls
- Regular Status Meetings: bi-weekly meetings with the individual contractor and project team to track progress and follow-up
- Prepare and present via e-mail monthly detailed progress reports that outline completed tasks, upcoming milestones, and any deviations from the plan. Based on that review progress, discuss with UNHCR and adjust as necessary.
- Quality Assurance: implement quality control processes to ensure deliverables meet the required standards. This might include peer reviews of deliverables.
- Documentation: maintain comprehensive documentation of all project activities, decisions, and changes to provide a clear audit trail and support future project reviews.
- Successful delivery of project output within the expected timeframe e.g. report requirements, periodicity, format, deadlines, performance indicators, milestone discussions, survey completed, data collected, workshop conducted, research documents produced specify etc.)
- Data storage: with the support of UNHCR, store all data used โ€“ raw data, clean data, data cleaning script, and other relevant data โ€“ on the UNHCR data storage platform (RIDL), in line with the data governance policy.

Total amount: USD 15,000

Payment schedule: 20% first delivery; 45% second delivery; 35 % third delivery
