The Position:

Inclusion of People with Disability
UNFPA works to ensure persons with disabilities are leading efforts to make the world more inclusive and are championing equal rights and a life free from violence.
The UNFPA Disability Inclusion Strategy puts persons with disabilities at the very centre of everything UNFPA does.
In 2024 - 2025 UNFPA EECARO has the opportunity to set the programmatic direction for the Region on a transformative path that matches the ambition of the 3 Transformative Results within a Demographic Resilience framework. The strategic planning framework for the next 4-5 years will be significantly updated. 12 Country
Programmes, the new Strategic Plan, and the new Regional Programme enter into force on 1 January 2026 and the bulk of the formulation takes place in 2024.
Disability inclusion matters because it contributes to all UNFPA transformative results.
To realise the ambition on disability inclusion, UNFPA Regional Office seek, in collaboration with โ€˜We Decideโ€™, the support of an international expert. The expert will
work with different countries and the regional office in the EECA region to ensure disability inclusion is well positioned in the mentioned strategic planning frameworks
to strengthen UNFPAโ€™s work for people with disabilities.

Job Purpose:

On-demand support

Under the supervision of the Regional Programme Coordinator UNFPA EECA RO and in collaboration with UNFPA country offices that need support, the International Consultant will:

Conduct individual discussions with selected Country Offices and the Regional Office to specify needed technical assistance (interests, needs, opportunities) in the development of Country Programme Documents (CPDs) and the Regional Programme (RP), including on how to ensure inclusion of people with disability in the CPDs. Provide advice and support to the Regional Office, Country Office staff and in-country partners in the design and development of selected disability inclusivecountry programmes and the regional programme, including on analysis, capacity assessment, bottlenecks and development of strategies Provide guidance on the identification of partnerships to support the disability inclusion in CPDs and the Regional Programme, both for the development of the documents and for the implementation of the programmes. Provide support to Country Offices in identifying levers for success (in the form of relevant law, policy, regulations, capacity development, and partnerships), to support relevant disability inclusion. Assist country offices in dialogues, consultations, including with OPDs and other partners for the development of the CPD. Knowledge management Maintain a log on needs, insights and advice for each country and the regional offices support Develop a document with lessons, tips and tricks and advice for future programming processes to be more disability inclusive and for the programme to be more impactful on disability inclusion.

Duration and Working Schedule:

The consultant will be engaged for the period from October to 31 December 2024 for a total not to exceed 24 workdays, including on-demand and knowledge management activities.

Supervisory Arrangements and Monitoring:

The Consultant will perform under the overall supervision of the Regional Programme Coordinator from UNFPA EECA RO.

The work of the Consultant at all stages will be monitored and coordinated by the Regional Programme Coordinator from UNFPA EECA RO in coordination with the country offices who will receive support from the Consultant. Monitoring of the Consultantโ€™s work will be performed through regular communication via emails, online meetings, and other channels of communication. The consultant will keep a log of services proposed, accepted and provided.

Qualifications and Experience:

Education:

Advanced university degree (PhD or Masterโ€™s Diploma) in relevant social studies, business studies, legal studies

Knowledge and Experience:

Minimum 7 years of professional experience at senior level related to people with disabilities, HRBA, inclusion. Strong analytical and programme formulation skills on disability inclusion, LNOB and HRBA. Good network among OPDs in the region required. Experience in strategic planning is desirable. Previous experience in delivering similar assignments is an asset; Experience of work with the UNFPA or other UN agencies and understanding of international development work, Good knowledge of EECA region is an asset

Languages:

Fluency in the English language (spoken and written) is required, fluency in Russian or other regional language is an asset;
