Oxfam's International Financial Institution (IFI) Advocacy Office is based in Washington, DC, and leads Oxfamโ€™s influencing work on the World Bank and the International Monetary Fund (IMF). The team works across the Confederation and with allies to advocate for sustainable, inclusive and accountable IFI policies and practices that reduce poverty and inequality. The team also acts as a service hub for the Confederation, supporting country offices and partners to engage the IFIs effectively. We are looking for a policy adviser to provide strategic and substantive input into the design and execution of Oxfamโ€™s engagement with the IFIs, particularly with regard to the World Bank, inequality and public services, and private finance.

Reporting to the Head of Office, Washington DC, the key responsibilities for this role include:

Developing and implementing advocacy strategies designed to influence the policies and financing of the IFIs โ€“ primarily the World Bank Group โ€“towards greater support for universal, free, quality public services, in line with Oxfamโ€™s inequality campaign. Maintaining a high level of expertise in these areas and help to develop Oxfam policy and research in support of the above strategy. Monitoring and analyzing the impact of World Bank and IMF policies and actions on inequality, and in particular the accessibility and quality of public services, in particular public education and healthcare Maintaining/building a network of contacts, collecting intelligence and advocate with the Board and staff of the World Bank Group on these issues. Facilitate collaboration on these issues at the World Bank Group and the IMF with Oxfam affiliates, country and regional teams, partners based in the Global South and affected communities, to influence the IFIs and hold them accountable. Representing Oxfam at meetings and conferences, writing blogs, and giving media interviews. Participating actively in NGO networks and advocacy alliances.

Who weโ€™re looking for

Essential

Knowledge of global education and/or health policy, and the policy and research agenda around public services and inequality. Experience in advocacy related to economic and social justice. Knowledge of development finance, and of the international financial institutions, particularly the World Bank Group and IMF ways of working, agendas, and how to influence them. Strong conceptual and analytical skills and ability to think strategically and creatively. Excellent oral and written communication skills for advocacy and media, and keen political judgement. Strong interpersonal skills, and ability to work well and flexibly in hard-working teams, while also able to take initiative and work under pressure with limited supervision. Experience working in a collaborative manner with diverse international teams, alliances and coalitions. Demonstrable commitment to social and economic justice, anti-racism, gender equity, womenโ€™s rights, and LGBTQIA+ rights Fluency in written and spoken English.

Desirable

Professional proficiency / fluency in another language, especially Spanish, Arabic or French. Strong knowledge of the work of the IFC, the WBG private sector arm. Knowledge of the global policy agenda around social protection. A background in feminist advocacy or work on gender justice.
