Mission and objectivesThe objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHOโ€™s technical cooperation programmes. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops a twoโ€way collaboration with the Government of Bangladesh in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing needโ€based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. The overall Objective of the Administrative Unit within the Country Office is to provide core services in order to facilitate programme delivery in all aspects of administration & financial operations, including budget, HR, IT, Group Educational Activities (exโ€ Fellowships), Travel, Protocol, Procurement, Security, Transport and Building Management ensuring efficient and smooth functioning of the Bangladesh Country Office. The ICT Subโ€Unit will deliver efficient and effective IT and Telecommunications (TC) services, contributing to sound, innovative solutions that enable staff to perform their daily work competently to meet the WHO mandate in line with WHO strategies, policies and procedures.

ContextTo work in close collaboration with field team members, and WCO Bangladesh ICT team, for resolving complex ICT related issues, in collaboration with regional ICT service desk, and the regional ICT teams. Support other members of the Technology Services Team for maintenance of existing setup and new implementations. Serve as backup for other team members in their absence. Carry out any other duty relevant to the job as required by supervisor.

Task DescriptionUnder the overall guidance of the Operations Specialist, and direct supervision of Team Assistant (ICT), the incumbent will perform the following duties: a. Ensures WHO ICT strategies, security policies, technology standards, guidelines and procedures are well introduced and implemented at field offices. b. Participates in the development and implementation of ICT annual plan and Standard Operating Procedures for ICT services. c. Ensures effective functioning, installation, operation and maintenance of all WHO field offices hardware equipment. d. Carries out system and hardware maintenance tasks, such as running specialized network monitoring and system protection, to ensure technology is running effectively. e. Trouble-shoots and monitors network problems at field offices. Ensures that globally managed desktop environment (Synergy) and network resources are protected from malware. f. Implements field office backup and restores procedures for usersโ€™ local drives, maintaining backup logs and off-site backup storage. g. Liaise with Country Office ICT team in ensuring field offices business continuity and disaster recovery processes and procedures including backup and restore of server and local storage facilities. h. Resolves queries independently, escalating if required, to ensure that standard IT questions are answered, and accurate information is provided to staff. i. Provides standard technical training to end users of commonly used technology and systems, to assist WHO staff in conducting their work. j. Acts as a backup for other members of the country office ICT infrastructure Services team and carries out any other duties relevant to the job, as required by the Supervisor.

Living conditions and remarksDhaka is located in central Bangladesh along the Buriganga River. Not only is it the capital city, but it also the largest in the country. It is the centre of political, cultural, and economic life in Bangladesh. The official language is Bengali, while English is the working language of UN Agencies. In recent decades, Dhaka has seen the modernization of services, communications, and public works. The city is attracting large foreign investments and greater volumes of commerce and trade. It is also experiencing an increasing influx of people from across the nation; this has reportedly made Dhaka one of the fastest-growing cities in the world. Good English-speaking medical, dental services, and educational centres are available for internationals. Dhaka is connected to other cities by rail, road, and by air and internationals can move easily from one city to another. Dhaka has venerable green spaces, including many gardens and parks, historical places, and nice restaurants. The weather is tropical - hot and very humid during the summer monsoon season (April- September) and drier and cooler in the winter (October-March). Historically, Bangladesh has been a safe country for internationals so far. While Dhaka is not categorized as a hardship station, the volunteer should be prepared for limitations in freedom of movement on foot, by public transport, and to certain locations.
