What we are looking for:

The purpose of the ICLA Specialist / HLP WG Co-Lead is twofold:ย 

  • To lead on the technical development, strategic direction, and quality assurance of the ICLA core competencyย 
  • To co-lead the HLP WG, alongside UNHCR and UN Habitatย 
    1. Role and responsibilities:

      Generic responsibilitiesย 

    2. Develop ICLA strategy, technical guidance and Macro LFAs that are aligned with regional and global strategies and priorities.
  • Compliance with and adherence to NRC policies, guidance and procedures.
Contribute to fundraising, develop and revise funding proposal, budgets and donor reports. Identify trends technical standards and donor priorities. Follow up on compliance with contractual commitments within ICLA, ensure high technical quality and synergies in project implementation.

Specific responsibilities

Lead on the development, implementation, and quality assurance of the Yemen ICLA Strategy.ย  Advise and support the Head of Programme, on the roll out of the 2022 โ€“ 2025 Safe and Inclusive Programming action Plan. Provide training, oversight, mentoring and other support for the field teams implementing ICLA programming. Develop SOPs, guidance, training manuals and any other technical documents for ICLA. Lead on research on relevant topics and work closely with the Advocacy Team to support ICLA related advocacy initiatives.

What you will bring:

Generic professional competencies for this position:ย 

Bachelor degree in law, human rights, international relations, political sciences or equivalentย Minimum 5 years of experience within protection, legal protection and specifically on HLP issues in Yemen.ย  Documented results related to the positionโ€™s responsibilities. Experience in coordination and liaison with external actors. Experience with IDPs /refugee related programmes. Knowledge about own leadership skills/profile. Fluency in English, both written and verbal.

Context/specific skills, knowledge and experience:

Demonstrated understanding of humanitarian principles and minimum protection standards, humanitarian coordination mechanisms, applying protection standards to vulnerable communities. Expertise in HLP rights. Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles.
