In response to the large-scale displacement of refugees fleeing Ukraine, NRC is in the process of implementing humanitarian operations for refugees arriving in Romania and Moldova. NRC will respond, focusing on an integrated approach that combines its sectoral areas of expertise โ€“ education, protection, urban displacement outside camps, legal aid (ICLA) and shelter โ€“ working to a great extent through local partners.

The Norwegian Refugee Council (NRC) is working with the Moldovan government and partners on a variety of projects connected to the Ukraine crisis.ย  NRC is helping to ensure that Ukrainian refugees have somewhere safe to sleep, that children can go to school, and that families can access social support systems.

  1. Roleย and responsibilities

    The role of the ICLA Officer is to be responsible forย the day-to-day implementation of Information, Counselling and Legal Assistance (ICLA) activities, community outreach and provision of beneficiaries with information and counseling services on ICLA thematic areas ย on legal identity, legal stay, access to essential services. The officer takes on supervisory responsibility as delegated to him/her by the ICLA Coordinator.

  2. Ensure compliance with NRC policies, guidelines and standards.
Ensure compliance with ICLA strategy, tools, handbooks, guidelines and standards. Implement delegated ICLA project portfolio according to plan of action. Prepare and develop status reports as required by management Ensure proper filing of documentsย  Assess, promote and document ideas for ย improvement and further program development options. Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist. Promote the rights of refugees in line with the advocacy strategy.

Identification of key locations for ICLA services delivery. Provide ICLA assistance for selected cases, according to ICLA criteria. Ensure safe identification and referral of persons in need of a specific service.ย  Contribute to the development of informational and training materials. Ensure the data entry and proper filing of documents related to ICLA activities (i.e client files, intake forms and other tools) according to NRC internal procedures.ย  Supervise the team of paralegals and community mobilizers.ย  Prepare weekly and monthly plans and reports. Assist with administrative/logistics/finance tasks whenever required. Perform any other tasks as requested by Line Manager.ย  Competenciesย

Context related skills, knowledge and experience (shall be adapted to the specific position):ย 

Good knowledge of the refugee context in the Republic of Moldova Knowledge of the software programs (MS Word, Excel, PowerPoint) Knowledge of Ukrainian or Russian languages Knowledge of Romanian language is an advantage.
