The Organizational Setting

Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.ย 

Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.

Provide PBN Flight Validation.

Provide PBN Operational Approval Course.

Function 3 (incl. Expected results)

Design of PBN procedures.

Function 4 (incl. Expected results)

Implementation of PBN procedures.

Perform other related duties, as assigned.

Qualifications and Experience Education

University degree or appropriate professional qualifications in the field of civil aviation.

Essential

  1. Significant aviation experience as a pilot or air traffic controller.ย 
  2. Airline transport pilot license with significant aviation experience as a pilot and flight operations inspector with a national civil aviation authority (CAA) desirable.ย 
  3. Significant experience as an instrument flight procedure design specialist with extensive knowledge of ICAO PBN requirements (Doc 9613), PANS-OPS (Doc 8168), ICAO RNP AR Procedure Design (Doc 9905) and Flight Procedure Design Quality Assurance (Doc 9906).ย 
  4. Significant experience as an instrument flight procedure design instructor in both ICAO PANS-OPS (Doc 8168) and ICAO RNP AR criteria (Doc 9905).ย 
  5. ย Significant experience in the development of PBN RNP-AR approaches including the review and approval of the operational requirements.
  6. Experience as an air traffic controller desirable.ย 
  7. Significant experience as an instrument flight procedures design specialist with a national CAA with extensive knowledge of ICAO PBN requirements and PANS-OPS.ย 
  8. Experience working with foreign CAAs.ย 
  9. Ability to provide PBN guidance and training. Languages

    Essentialย 

    • A good command of oral and written English.

      Desirableย 

      • A working knowledge of French or another official language of the Organization (Arabic, Chinese, Russian, or Spanish). CONDITIONS OF EMPLOYMENT
