The Organizational Setting
Under the direction of Director of the Capacity Development and Implementation Bureau (CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation, and closure of Technical Assistance (TA) and Technical Cooperation (TC) projects. It drafts agreements and aids in creating country-specific and regional projects and programs by identifying priority areas, developing objectives, activities, and deliverables, setting timelines, and specifying budgetary requirements.ย
Additionally, under the direction of the CDI Director, the Field Personnel Section (FPS/FRU) recruits international experts to implement Capacity Development and Implementation projects across various Civil Aviation fields and manages the ICAO Roster of Experts.
Major duties and Responsibilities Function 1 (incl. Expected results)
Perform the role of Co-ordinator of the project and;
- Act as Chief Administrative and Coordinating Officer for the project staff, manage and coordinate the day-to-day administrative activities of the project.ย
- In coordination with the State National Co-ordinator and collaboration with ICAO Experts, prepare the work plan of the project, and submit to ICAO within one month after the deployment.ย
- Submit monthly Project Progress Report (PPR) on project activities and important developments to the Field Operations Section and ICAO APAC Regional Office.ย
- Plan the organization, manpower and other resources and priority requirements deemed necessary to deliver the objectives of the project.ย
- Brief ICAO Experts upon arrival at the duty station, on respective responsibilities, duties, working methods, relationship with national counterparts, national civil aviation authorities, press and media.ย
- Identify risk factors of the project and report timely to ICAO HQ and Regional Office or necessary corrective measures. Debrief respective ICAO Expert on completion of assignment and provide ICAO HQ with a report thereon.ย
- Ensure successful completion of the project activities, in accordance with the project document and applicable ICAO policies, regulations and budget and other specific instructions from ICAO HQ.ย
- Keep ICAO HQ and Regional Office informed of the local security and working conditions, the progress achieved by the project and its staff, any difficulties and shortcomings encountered, the actions taken or recommended to overcome them, and the actions taken at the project level to implement the applicable ICAO policies, regulations. and other specific instructions from ICAO HQ.ย
- Maintain a smooth and uninterrupted communication with ICAO HQ or Regional Office and follow through instructions received from them, if any.ย
- Perform Project Coordinator tasks as per ICAO Field Staff Rules, Field Operations Manual, Administrative Manual, ICAO Procurement Code and other related documents.ย
- Conduct project review meetings with the State and ICAO on a regular basis, in accordance with the approved work plan or as needed, in order to assess the progress of the project and make adjustments if necessary.ย
- Prepare project progress reports (PPRs) and internal evaluation of project performance and evaluation of ICAO Experts for the attention of ICAO HQ, Regional Office and National Co-ordinator as necessary.ย
- Participate in teleconferences, as necessary, to be held between the parties involved in the project to report on progress and to clarify on reports delivered during the project duration.ย
- Prepare the Draft Project Terminal Report (PTR) and submit to ICAO HQ two weeks prior to the end of the project and the Project Terminal Report (PTR) including the conclusions and recommendations at the end of the project.ย
- Perform other related activities as may be required as international Project Coordinator.ย

- Comprehensive work plans and implementation strategies to achieve the deliverables outlined in the Project document.ย
- Progress review meetings and monthly progress reports and internal evaluation of project performance.ย

Determine the status of the State safety oversight capability in ANS through;ย
- Reviewing all PQs related to ANS in the State to help identify the scope of work to be completed.ย
- Reviewing the corrective actions already taken based on the Corrective Action Plans (CAPs) and identify yet not satisfactory PQs. Providing consultancy, direction, advice, and consistence guidance to the national counterparts to correct yet not satisfactory PQs. Assisting national counterpart to provide regular updates on the progress of CAP implementations.ย
- Providing advice and guidance to national counterpart to upload the ANS related CAPs onto the CMA Online Framework (OLF), including Self-Assessment.ย

Provide assistance in updating present Regulations and Guidance Materials as follows:ย
- Review civil aviation regulations in the area of ANS including SSP/SMS elements in coordination with the ICAO LEG/ORG Expert and submit the proposed amendments to regulations to the State for promulgation.ย
- Amend existing Guidance Materials and develop new Guidance Materials where necessary in the form of Manuals, Procedures, Checklists, Forms and Instructions associated with regulations in the area of ANS and submit to the State for approval and implementation.ย
- Consultations with ICAO LEG/ORG Expert to draft necessary legislation to resolve the discrepancies through proper legislative process. Recommendations may include, inter alia:ย

- SMS legislations to be applied as appropriate to all ATS Providers and acceptable SMS regulations to be implemented.
- Regulations as bases for procedure design in accordance with ICAO PANS-OPS provisions.ย
- Procedures to ensure that ANS related guidance material on the implementation of ANS specific operating regulations is developed and distributed to all relevant ANS providers.ย
- Requirements to ensure ANS providers adopt policies and procedures on Human Factors principles.ย
- Requirements for ATS provider to establish procedures to assist and safeguard strayed or unidentified aircraft aircraft, and ATS contingency plans.ย
- A generic process for identification, tracking, analysis and resolution of findings identified by inspectors, APANPIRG and internal QA recommendations.ย
- Requirements on MET quality system and functions related to SIGMET, METAR, SPECI and TAF.ย
- Requirements on AIS quality system.ย
- Regulatory requirements on aeronautical charts.ย
- Runway safety programme.
- Requirements on ANS safety reporting.
- Separation in its function/roles between the regulator and service providers in the areas of ATS, PANS OPS, AIS/Cartography, MET, CNS and SAR.ย
- Procedure/arrangement between ATS authorities and MET authorities for the provision of MET services.ย

Provide guidance and advice on the following, as may be appropriate and practicable within the timeframe of the project:ย
- Organizational structure for safety oversight of ANS, including recommendations to strengthen ANS Safety Oversight capability such as:ย
- Reforming the ANS safety oversight organizational structure of the State.ย
- Separate functions between the regulator and service providers in all fields of ANS.ย
- Advice on minimum requirements for ANS staff, and defining respective functions and responsibilities in the form of job descriptions.ย
- Advice on methodology to attract, recruit and retain sufficient staff with appropriate qualifications and experience.ย
- Advice on the ANS Surveillance Programme.ย
2. Competence programmes for the ANS staff such as:ย
- Training programmes and annual training plans, including needs analysis and advice on the implementation.
- A system for maintaining training records of ANS staff.

Raise awareness to the State technical staff and AIG investigators, in consultation with the ICAO AIG Expert and ICAOโ LEG/ORG Expert, on the general understanding of:
- The USOAP โ CMA programme and all related matters, including the CMA Online Framework (OLF).ย
- State Aviation Activity Questionnaire, Compliance Checklist, Protocol Questions, Review of Evidence.
- Usage of terms Legislation, Primary Aviation Legislation and Specific Operating Regulations in PQs, meaning of Processes and Procedures, responsibility under Delegation of Safety Oversight Duties and Tasks, applicability of Regulatory Function versus Service Provider Function where the State Civil Aviation Authority (CAA) is both the regulator AND the service provider, meaning of Industry Visits and meaning of ICAO References.

University degree in one or more of the major fields of civil aviation or related air navigation field, or equivalent qualifications and experience preferably in air traffic control services.

- Minimum 10 yearsโ experience in the ANS Safety Oversight of a Civil Aviation Authority, including at least 5 yearsโ experience at a senior management position.ย
- Experience as an air traffic controller and familiarity with related services such as Aeronautical Telecommunications, AIS, Cartography, Meteorology and Search and Rescue.ย
- Demonstrated knowledge of ICAO Standards and Recommended Practices specified in ANS related Annexes to the Convention on International Civil Aviation and relevant guidance material. Experience in the development and application of national regulations relating to Air Navigation Services.ย
- Experience in the establishment of an ANS Safety Oversight system.
- Experience in organizing and conducting safety oversight inspections of air traffic services and related facilities and services.
- Experience in the development of Job Descriptions of ANS staff.ย
- Experience in the development of training programmes and plans for inspectors and managers in the field of ANS. Completion of ICAO USOAP CMA Competency-based Training (CBT) in ANS area.ย
- Demonstrated understanding of major safety and security trends in civil aviation. Languages
