The Organizational Setting
The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, environmental protection, security and facilitation.
Under the Director of the Capacity Development and Implementation Bureau (D/CDI), the Field Operations Section (FOS) is responsible for the development, implementation, monitoring, evaluation and closing of Technical Assistance (TA) and Technical Cooperation (TC) projects. It develops agreements and country-specific projects as well as regional projects and programmes by identifying priority areas, objectives, activities and deliverables, setting timeframes and budgetary requirements.ย
The successful continuation of civil aviation services requires ICAO Member States to build and strengthen their ability to meet obligations for civil aviation security under the Chicago Convention. Organizational Transformation has proven to be a fundamental catalyst in aiding entities within the civil aviation sector meet their commitments vis a vis the Chicago Convention.ย
In order to navigate challenges that States may face and leverage ICAOโs experience in Organizational Transformation in the aviation sector, ICAO has developed Organizational Transformation iPack which includes various products including guidance material, tools, processes, practical examples and advisory expertise.ย
Major duties and Responsibilities Function 1 (incl. expected results)
Conduct an Organizational Evaluation Assessment, achieving results such as:
- Conduct an initial engagement with the Lead of the recipient entity.
- Request list of documentation for desktop review.ย
- Conduct a desktop review of all available documentation requested and/or submitted by the entity.ย
- Conduct a workshop with senior leaders of the recipient entity as designated by the entityโs Lead.
- Conduct focus groups and individual interviews as mutually agreed.ย
- Complete a gap analysis and Organizational Maturity Assessment.
- Assess entity against pre-determined evaluation criteria.ย
- Prepare an Evaluation Assessment report of the recipient entity.ย
- Prepare a report outlining opportunities for transformation identified during the document review and assessment process.ย Function 2 (incl. expected results)
Deliver a phased or modular transformation implementation Plan, achieving results such as:
- Present the Organizational Assessment report and Transformational Opportunities Report to the Lead of recipient entity.ย
- Conduct a workshop to validate, refine and prioritize the items identified in the two above mentioned reports.
- Build a modular implementation plan aligned with the conclusions reached during the refinement workshop.ย
- Present the proposed Transformation Implementation Plan.ย
- Finalize and deliver the Transformation Implementation Plan. Function 3 (incl. expected results)
Deliver a Transformation Playbook and detailed implementation plan for chosen priority topic,ย achieving results such as:
- Conduct a workshop to introduce the Transformation Playbook.
- Determine, together with the Lead of the recipient entity, the priority topic for detailed analysis.ย
- Conduct a workshop to explain the practical application of the transformation playbook for chosen priority topic.ย
- Deliver detailed implementation plan for priority topic.ย
- Propose recommendations for training, further implementation support and procurement activities where ICAO could provide assistance.ย Function 4 (incl. expected results)
Performs any other related tasks, as required to address the objectives of the assignment. Impact of The Outcome of the Position
The expert is expected to lead the implementation of the Organizational Transformation iPack, providing to the recipient entity an Organizational Evaluation Assessment, a Transformation Implementation Plan, a Transformation Playbook and advise on appropriate training available on organizational transformation.ย
Work Relations and ContactsThe incumbent reports to the Capacity Development and Implementation Bureau on administrative matters and on work-related issues and from whom s/he seeks advice and guidance on assignments. The incumbent carries out duties and responsibilities in support of the implementation of the Organizational Transformation iPack.ย
During the assignment, the incumbent will work with the recipient entity in the State and any other relevant entities within ICAO.ย

Advanced university degree in organizational behavior, business change management, public management, social sciences or another related field.

- A minimum of 10 yearsโ experience in a role related to organizational transformation or business change advisory.
- Progressive and varied experience in business transformation, organizational performance measurement and programme management.
- A minimum of two (2) years of experience in large and complex international, governmental or global organizations in the aviation sector.
- Experience in administration and implementation of change management and communications plans.
- Experience in managing complex cross functional change initiatives, implementation of accountability frameworks and designing delegation of authority frameworks.ย
- A minimum of five yearsโ experience in providing advice to senior officials on strategic issues.
Desirable
- Experience in internal process reviews and/or audits.
- Experience in the aviation industry. Languages
