GGGI is supporting the Government of Angola with the delivery of a Green Climate Fund (GCF) project which includes an activity that will use GGGI’s Green Growth Performance Measurement framework and tools to contribute to the development of a National Green Growth Index that will inform climate action in the country.
The Green Growth Index is an important step for the country to measure the readiness to transition to a low-carbon and climate resilient model of growth. It will apply two complementary strategies to enhance its practical utility in policy decision-making: first, a stepwise scientific approach to apply the framework of the Green Growth Index in selecting green growth indicators and, second, a consultative process involving experts and stakeholders to assess the policy relevance of the indicators. The former involves rigorous research to understand the complexity and multidimensionality of green growth, while the latter entails consultations to understand the national and regional contexts that influence green growth policies.
For the purpose of implementation of the project, GGGI would like to recruit a local consultant for 80 days from October 2025 to January 2026.

The Consultant will provide administrative and research support to the implementation of activities related to the National Green Growth Index in Angola. The role focuses on assisting with data collection, stakeholder coordination, and documentation under the guidance of the GCF Project Manager and the Climate Action and Inclusive Development (CAID) Unit.
Scope of Work
The Consultant will support the following tasks:
1. Data Collection & Organization
Assist in identifying publicly available sources of data related to green growth indicators. Organize collected data into spreadsheets and maintain proper documentation. Support literature review by compiling relevant reports and documents.2. Stakeholder Coordination
Help organize stakeholder dialogues (online and in-person) by managing logistics such as invitations, scheduling, and materials preparation. Maintain contact lists and assist in communication with government ministries, CSOs, and research institutions.3. Policy Documentation Support
Assist in compiling a list of existing policies, strategies, and plans related to climate change and green growth. Support formatting and organizing policy documents for internal use.4. Reporting Assistance
Provide administrative support in drafting sections of the National Green Growth Index Report, including formatting and proofreading. Maintain version control and assist in compiling contributions from various team members.

Under the direct supervision of the GCF Readiness Project Manager in Angola, and working closely with the Ministry of Environment which is the National Designated Authority (NDA) and other key-partners, the consultant will be responsible for in-country support in the following key areas:

Qualifications
Preferred advanced degree in Environmental Studies, Development, Public Policy, or related field . Minimum 3 years of relevant experience in administrative support, data entry, or coordination roles. Familiarity with MS Excel and document formatting tools. Good communication skills in English and Portuguese. Ability to work in multicultural teams and follow instructions.
Working Conditions
