CARE is seeking an Afghanistan Humanitarian Advocacy Advisor. The Advisor will lead CARE advocacy efforts around the Afghanistan crisis and raise its profile.This position requires a deep understanding of humanitarian issues, along with Afghanistan's socio-political dynamics. The Advisor will lead the development of the humanitarian advocacy strategy and be responsible for overseeing its implementation in collaboration with key advocacy colleagues across the CARE confederation. S/he will be responsible for disseminating relevant information to CARE members involved in the advocacy around Afghanistan. S/he will represent CARE in various coordination platforms at the country-level and outside when required.

Develop and Execute CARE Afghanistan's Humanitarian Advocacy Strategy Lead the development and implementation of the CARE Afghanistan advocacy strategy that will aim to highlight the humanitarian needs in the country and the voice and needs of women and girls; improve humanitarian access; ensuring accountability; increase funding for the response; and ensure effective coordination of UN bodies. Ensure CARE Afghanistan humanitarian response and recovery advocacy is aligned with the humanitarian principles, grounded in current Afghanistan realities, reflect the Afghan perspective, and present a balanced view within Afghan's current complex operating environment. Developing Evidence-based Humanitarian Advocacy Products Strengthen CAFG's bottom-up humanitarian advocacy work by inputting evidence-based issues of concern from our communities into regional and national-level dialogue advocacy forums, etc. Develop strategic policy positions for public consumption and internal use; undertake policy influencing activities with decision makers; and arrange regular consultation meetings and briefings with key stakeholders, e.g donors, government officials, UN representatives. Work with program departments to plan, conduct, and disseminate research to inform humanitarian policy and advocacy, and to influence external stakeholders in the Afghanistan and international communities. Using information gleaned from increased cluster participation, regularly consider upcoming inflection points and whether/how to influence them when planning for research and/or substantive written products Influence what types of questions humanitarians ask during annual Humanitarian Program Cycles, for example by publishing RGAs or similar products while the clusters are considering assessment tools. Ensure that CARE communication messages on Afghanistan are aligned with the identified advocacy priorities. Assemble and maintain an up-to-date database of relevant information to support an informed analysis of the context. Stakeholder Engagement and Representation S/he will represent CARE in key advocacy forums, such as the ACBAR Advocacy WG, and will identify/monitor opportunities to participate in relevant events/meetings on behalf of CARE. Coordinate closely with peer INGO advocacy colleagues (for example, as part of the Advocacy Working Group) and CARE advocacy colleagues, ensuring continual alignment on and resonance of Afghanistan messaging particularly around key moments and ad hoc influencing opportunities. Cultivate relationships with, and links to, diverse local and external networks, policy makers in the region and internationally, in coordination with the Regional Advocacy Advisor and Geneva humanitarian advocacy focal point. Develop good working relationships with humanitarian donors and other relevant stake holders. Convene periodic humanitarian policy/advocacy conference-calls with CI offices and relevant CARE member offices (i.e. in major donor contexts) to catalyze global advocacy in support of CO priorities. Build CAREโ€™s Understanding of and Capacity in Humanitarian Advocacy Support programs to design advocacy components for new programs from proposal development stage, as well as to integrate advocacy into other pre-existing and on-going projects Document what forms of advocacy are effective in the Afghan context.
integrating and embedding humanitarian advocacy objectives within the operational and programmatic objectives Increase CAFGโ€™s Gender in Emergencies (GiE) visibility and voice in the humanitarian community. Establish and chair the CAFG Advocacy Working Group Identify Advocacy Focal Points in each program department, develop their advocacy capacity, and regularly meet with them, in CARE Afghanistan Advocacy Working Group. Co-leading of the Gender in Humanitarian Action (GiHA) Working Group
Co-lead the GiHA Working Group with UN-Women, including: Monthly coordination meetings. Bi-weekly ICCT meetings participation and support. Support to consultations with partners on gender (e.g. surveys for snapshots, qualitative consultations) Work in support of IASC guidance on gender minimum standards, risk mitigation strategy, advocacy messages, capacity-building road map. Actively participate in IASC reporting Technical Working Group for IASC reporting. Capacity-building and support to cluster on gender including training sessions and ad hoc support Support to the Women Advisory Group. Management of GiHA consultants (e.g. research on women CSOs, on accountability, for RGA 2023, etc.) Support the ICCT with processes including HRP process, HRP revision (including working on the HRP narrative), development and review of products (e.g. data sharing protocol). Presentations to HCT when required.

Qualifications:

Advanced university degree in advocacy, political science, international law or social sciences or related technical field or equivalent combination of education and work experience. Knowledge of INGO policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct. Strong understanding of the international humanitarian architecture. at least 5 years experience in policy development with a humanitarian aid organization. Strong background in working with INGOs and familiarity with key humanitarian coordination forums/mechanisms. Proven diplomacy and ability to articulate clearly, with impact and respect Relevant work experience in policy analysis, communications, research, data gathering and/or information management. Excellent written, spoken English, communication skills with internal and external stakeholder Effective negotiation and representation skills. Ability to operate effectively under extreme circumstances including stress, high security risks and harsh living conditions.
