At the core of resolution 72/279 was the establishment of a reinvigorated, independent, impartial, and empowered Resident Coordinator (RC) system to support a new generation of UN country teams (UNCTs). The Resident Coordinator system is focused on the advancement of sustainable development, leaving no one behind, and with the eradication of poverty in all its forms and dimensions as an overarching objective, consistent with the integrated nature of the 2030 Agenda for Sustainable Development. This position is based in New York and reports to the Chief of the Human Resources Section within the United Nations Development Coordination Office (UNDCO). ResponsibilitiesWithin their delegated authority, the Human Resources Officer- The HR Officer (projects) will be responsible for the following duties: General • Contribute to the design and implementation of HR-related projects and initiatives. Develop and implement DCO Work Force Planning strategy. Develops and implements new human resources policies, practices and procedures to meet the evolving needs of the Organization. • Monitors and ensures the implementation of human resources policies, practices and procedures. • Keeps abreast of developments in various areas of human resources. • Prepares reports and participates and/or leads special human resources project. • Plans, organizes, manages and supervises the work of the HR project Team. Reviews and provides advice on exceptions to policies, regulations and rules. Assists in resolving complex HR related issues and problems by conducting necessary research and fact finding and preparing drafts and related documentation for review by the Supervisor. Advocates for policy changes, prepares position papers and briefing notes on issues related to workforce planning. • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. Recruitment and placement • Projects and monitors vacant posts of assigned level/group, Secretariat or UN-system-wide and ensures adherence to policies and procedures in filling these posts. • Prepares job offers for successful candidates. • Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures. • Other duties • Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements. • Monitors staff welfare and identifies/proposes appropriate programmes and remedial action. • Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases. • Supervises and monitors the work of junior human resources officers in undertaking the full range of human resource management activities. EducationAn advanced university degree (Master's degree or equivalent degree) in human resources management, business administration, public administration, social sciences, education, law or related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. Work ExperienceA minimum of seven (7) years of progressively responsible experience in administration, human resources, or related field is required. Experience implementing change management initiatives in the context of HR is required. Experience in analyzing data, developing models, identifying trends and applying story-telling approaches, ideally in the field of talent management, such as workforce planning, diversity, performance management and employee experience is required. Experience in managing complex restructuring processes, including the rightsizing of workforce is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat.
