Provides substantive support on all Human Resources matters, staffing issues (regular and complementary personnel), including staff development and training, specifically: a. Works closely with MD Fields to discuss and collect their HR needs, ensuring they are incorporated in the Departmental workforce plans; monitors and verifies implementations including recruitment, staff contracting and complementary personnel, ensuring compliance with the plans and regularity framework; provides the necessary guidance and support, as required. b. Monitors performance management processes, ensuring timely and appropriate alignment of the supervisory roles with the established structures; collects and statistically analyses data for the performance indicators to identify potential improvement areas; provides support in the development and management of the incentive scheme. c. Monitors and reports on staffing data, including relevant trend analysis. prepares HR statistical reports, including ad-hoc inquiries, coordinates HR data integration, including monitoring and reporting on completeness and accuracy across enterprise systems. d. Is responsible for the integration of career development, training and performance management into the Microfinance Human Resource plan and provides the necessary advice to staff members on their careers; develops written materials and guidelines to be used for staff development purposes. e. In coordination with MD Chiefs, Credit Operations Managers and Regional Managers, develops an annual training plan and ensures its implementation across MD fields of operations; undertakes evaluation and assessment to ensure the quality and relevance of the training provided and their impact on the operations. 2. Monitors the MD procurement and contracts management activities at HQs and Fields: a. Monitors the procurement, supply chain including the complete cycle of REACH transactions on Supply and Change Management (SCM) at MD company within its set thresholds. b. Overviews and monitors management of contracts based on best value for money, including tendering, screening against the consolidated UN Sanctions lists, checking and verifying creation of vendors at MD company. c. Promotes lessons learned and best practices, identifies abnormalities and areas of risk in implementation; makes recommendations for corrective actions and new measures to strengthen the internal controls to ensure standardization and streamlining of procedures for efficiency purposes. 3. In close cooperation and coordination with Chiefs and relevant staff, manages the collating, developing and monitoring of the Department Budget, at HQs and Fields, specifically: a. Works closely with the departmentโs Administrative Officers to collect data and develop comprehensive budget proposals reflecting the actual needs and relevant instructions and ceilings; enters details using established methodologies and tools such as the Business, Planning and Consolidation Budgeting (BPC), ensuring timely and accurate inputs. b. Follows up and coordinates with Finance Department relevant staff and provides the necessary support to the supervisor in responding to queries, including narratives, statistics and reports. c. Monitors and controls the MDโs annual budget in all Fields; rreviews budget adjustment requests, and make recommendations, in compliance with relevant budget /financial instructions; identifies and reports changing patterns of expenditure. d. Provides guidance and support on effective budgetary and financial practices to the Fields staff, as and when required. 4. Manages administrative and general services activities, at HQs, ensuring efficient operations and compliance with established procedures and standards, specifically: a. Assesses the administrative support activities at MD/HQs, ensuring they are performed to the best standards in close coordination with concerned supervisors; provides the necessary technical support to enhance and improve services. b. Ensures MD HQs office is well equipped with sufficient IT software and hardware, furniture and supplies. c. Coordinates with other stakeholders, building maintenance and security, and other general services are provided timely to ensure a safe and pleasant environment to work in. d. Follows up closely on arranging access rights to REACH with concerned staff including addressing technical issues that may result from access matters to MD users. 5.
