Mission and objectivesIn Afghanistan, UN Women works in four thematic areas i.e., Governance and Participation, Ending Violence Against Women, Women Economic Empowerment, and Women Peace and Security (WPS). On Women Peace and Security, UN Women is catalysing the UN system and supporting Afghanistan to deliver on the women, peace and security agenda and enhanced capacities and opportunities for gender equality advocates to participate in peace processes at all levels. UN Women ACO assists the Government of Afghanistan to implement their commitments on women, peace and security and more women and civil society organizations and those actors with gender equality agendas, influence peace, and security processes. UN Womenโs priority outcomes for WPS in Afghanistan are the following: (i) supporting an enabling environment for the implementation of WPS commitments; (ii) ensuring that women are represented and meaningfully participate in all peace and security, peacebuilding and recovery processes, including formal and informal peace negotiations processes; and (iii) supporting gender-responsive security sector and justice reforms. Under the overall guidance from the Country Representative and Deputy Representative, the WPS Analyst will report directly to the Head of WPS Thematic Area and will support engagement with civil society, as well as with government counterparts and support coordinating, and monitoring of UN Women interventions implemented through civil society organizations and selected government institutions.
Context This United Nations Volunteers (UNV) assignment is part of UN Women Afghanistanโs operations and programming support, contributing to the effective implementation of HR strategies and policies in line with UN Women rules and regulations. The HR Analyst supports the office by ensuring transparent and efficient recruitment processes, managing staff contracts and entitlements, overseeing payroll and benefits, and coordinating performance management and learning activities. The assignment also strengthens HR data management, facilitates compliance with audits, and promotes knowledge sharing through trainings and workshops. By providing timely and accurate HR services, this role helps ensure that UN Women Afghanistan maintains a professional, supportive, and accountable workplace environment in alignment with its mandate to advance gender equality and womenโs empowerment.
Task Description1. Supports in the administration and implementation of HR strategies and policies in ACO in full compliance with UN Women rules, regulations, and HR policies and guidelines. โข Provide general, standard information to the staff on HR strategies, rules and regulations; โข Provide advice on guidelines for temporary personnel; โข Identify ways in which the administrative needs can be met within existing policies; โข interpret processes and procedures, anticipate and manage operational requirements. 2. Supports the provision of HR administrative and logistical services to ACO in full compliance with UN Women rules, regulations, and HR policies and guidelines โข Process, draft, edit, proofread and finalize a variety of correspondence and other communications; โข Maintain files/records, monitor deadlines; โข Provide administrative coordination in administration of national benefits and entitlements; โข Input and track all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivities, recoveries, adjustments and separations through ERP system; โข Facilitate responses to audit findings and recommendations; โข Assume overall responsibility for leave management; record management; โข Process payment, and administer entitlements for international staff as approved; โข Validate and coordinate local payroll and related issues; โข Oversee issuance on non-contract staff, including extensions and separations; verify staff contracts due to expire and on that basis initiates required extension or separation action; โข Facilitate staff separation process. 3. Facilitate and coordinate recruitment processes in full compliance with UN Women rules, regulations, and HR policies and guidelines. โข Draft job descriptions and vacancy announcements; โข Assist in reviewing and processing requests for classification; โข Screen candidates and facilitate and participate in interview panels; โข Prepare recruitment recommendations/supporting documentation for Central Review Board (CRB) including drafting selection process report as required; โข Coordinate position management, assure funds availability, prepare position establishment, liaise with headquarters and assure that action is completed; โข Provide regular recruitment status reports; โข Provide advice to local recruitment in programmes/ projects. 4. Coordinate staff performance management and learning and development in full compliance with UN Women rules, regulations, and HR policies and guidelines. โข Monitor compliance with the performance appraisal review in the office and staff learning and development; โข Facilitate the preparation of Office learning plan and individual learning plans in consultation with the Operations Manager and HR Analyst. 5. Maintain data in relation to HR in full compliance with UN Women rules, regulations, and HR policies and guidelines. โข Maintain, further develop and update internal database and files on HR matters, and staffing tables in a confidential and secure manner; โข Generate a variety of standard and non-standard statistical and other reports from various databases; โข Update position data in ERP system, association of positions to chart fields (COAs), update of COA information; โข Participate in local salary surveys as needed. 6. Facilitate knowledge building and knowledge sharing globally โข Organize and conduct training courses, workshops, information sessions, orientations and consultations for staff; โข Provide a synthesis of lessons learnt and best practices in HR administration; โข Liaise with HR headquarters in HR administration and staffing to disseminate information on a variety of HR matters. Key Performance Indicators: โข HR activities in the office are in full compliance with UN Women rules, regulations and HR policies and guidelines โข Timely provision of HR operations services and guidance to country offices and project presences โข Timely recruitment of staff on appropriate contract modalities โข Timely coordination of performance appraisals and learning and development activities โข All HR data are administered in confidential and secure manner.
