Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls ; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The โ€œFlagship Initiative Surging Women's Employment by 5% before 2030 in the Green, STEM, and Care Economiesโ€ seeks to increase women's employment in the Arab States, including Tunisia, through innovative and collaborative approaches across governments, international financial institutions, the private sector, UN agencies, NGOs, and media. The SWEIT program will focus on three amplifiers to create economic opportunities for women in Tunisia, namely Green Sector, Care Economy and STEM. The โ€œConsultant in Market System Analysis for Women Employmentโ€ will play an important role as UNWomen prepare start of the SWEIT program Implementation by analysing the market readiness, opportunities and challenges for women employment in Care Economy in Tunisia.ย 

Under the supervision of the Programs Coordinator, the Consultant will engage with public institutions from the Ministry of Women, Family, Childhood and Senior, the National Office of Family, the Ministry of Employment and Vocational Training and all relevant public and private sector institutions to clearly identify feasible and ambitious pathways to create thousands of jobs for women.ย 

Description of Responsibilities /Scope of Work:

Develop an inception report with a clear explanation of the mission implementation plan, chronogram and team engagement per phase. Conduct research about the opportunities and the challenges of creating decent employment for women in Climate Smart Agriculture Develop a market system assessment of Ecotourism in Tunisia with focus on pathways to leverage women entrepreneurship and employment including in rural and interior regions. The study should analyse the legal, social and economic context of the ecotourism sector in the country and identify opportunities and obstacles for its development Conduct research about the opportunities and the challenges of creating decent employment or entrepreneurs in Renewable energy sector for women Map relevant actors, networks, and initiatives in the private and finance sector Provide a mapping of the different stakeholders (including all public and private entities), networks and initiatives related to the green sector in Tunisiaย ย ย ย ย ย ย ย ย ย ย ย ย ย  Share knowledge and results with UNW and relevant stakeholders during a validation workshop after first approval of deliverables by UNW country team.

Deliverable 4: Market Assessment including legal and social dimensions with practical recommendations to create jobs and enterprises for/by women at scale in green sector (renewable energy, Climate smart agriculture and Ecotourism) Deliverable 5: Presentation and documents to be shared during the validation workshop.

Demonstrated ability to secure financing and investments for development and employment initiatives; Proven networking skills, and ability to mobilize support on behalf of UN Women; Strong negotiating skills; Strong IT skills, including databases, extranet and office software packages; Strong analytical and interpersonal skills.

Required Qualifications:

Education and Certification:

Master's degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

At least 7 years of progressively responsible experience in financing for sustainable development initiatives, and/or employment generation initiatives and/or the Green or care sector, is required. Substantial managerial experience from multi-stakeholder program management, is required. Experience working in or for the Middle East is desired. Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling of web-based management systems is required. Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Languages:

Fluency in English is required; Knowledge of another official UN language such as Arabic or French is desirable.
