About NRC:
The Norwegian Refugee Council (NRC) is a non-governmental humanitarian organization with 75 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, food security, livelihoods, legal Assistance, and water, sanitation, and hygiene sectors. The Norwegian Refugee Council has approximately 6000 committed and competent employees involved in projects across four continents. NRC runs the world's largest standby roster, NORCAP, with 650 professionals ready to be deployed on 72 hours notice when a crisis occurs.
NRC in the Islamic Republic of Iran:
NRC started operations in Iran in 2012. We currently deliver humanitarian assistance in 10 provinces in Education, Food Security and livelihoods, Water, Sanitation and Hygiene (WASH), Shelter construction, as well as Information, Counseling, and Legal Assistance (ICLA). We co-lead several technical inter-agency working groups and provide capacity building to humanitarian partners in the country. Next to our programs, NRC Iran also built an advocacy unit to develop joint messages and initiatives among INGOs to improve the rights of the displaced. Following several recent breakthroughs, NRC Iran is scaling up substantially its activities in support of the Government of Iran's efforts towards an estimated 3,6 million Afghans residing in the country and is expanding its programme unit.
The purpose of the officer position is day to day implementation of the HSS Project. Use actions words such as ensure, implement or assist for the position relevant responsibilities.
Generic responsibilities
Implement NRC’s safety and security policies at office level.Conduct regular security and risk assessments to identify safety and security needs.Facilitate training staff in safety and security and provide regular briefings and updates.Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities or assets.Facilitate staff evacuation in emergency situations.Supervise, train and develop eventual security staff at office level.Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition.Prepare security updates and reports as required.Specific responsibilities
Monitor the develop, implement, and maintain a robust security structure in the Country/Area South offices in line with global HSS guidelines.Participate to regular SRAs to identify HSS requirements and to assess if all NRC locations are compliant with NRC HSS Risk Management standards, in collaboration with Area South Manager and Security Focal Points (SFP).Facilitate the implementation and adherence of Iran-specific SOPs, guidelines, and plans (such as Security Management Plan, Hibernation Relocation & Evacuation Plan and Medical Emergency Plan).Ensure new staff and visitors receive HSS briefing within 48 hours of arrival, in collaboration with SFP.Build the capacity and awareness of all NRC staff regarding HSS;participate to the design, and facilitation HSS trainings and awareness sessions to all staff, in colaboration with SFP.Liaise with other security focal persons and key stakeholders, to ensure good communication and collaboration, and to gather relevant information.Report, periodically and on an ad-hoc basis, to the HSS Coordinator including progress on the above responsibilities and briefs on context and changes in context.Ensure the Monthly Security report submissions are compiled and submitted on time. Provide regular situational security updates/alerts/advisories to all staff.Support program teams on their movement and TARs during their missions.Professional competencies
