The Development Centre
The Development Centre (DEV) helps developing countries and emerging economies find innovative policy solutions to promote sustainable growth, reduce poverty and inequalities, address gender equality and improve peopleโs lives. The Centre facilitates policy dialogue between governments, involving public, private, and philanthropic actors. Countries from Africa, Asia and Latin America participate as full members in the Centre, where they interact on an equal footing with OECD members.
The new Regional Development Dynamics Division (DEV/RDD) will consolidate DEVโs regional desks under one umbrella, enhancing their capacity to analyse development dynamics, foster stronger partnerships with regional institutions, and produce cross-regional and globally relevant research and policy dialogues. Working closely with other DEV divisions, the RDD will support DEVโs contributions to regional and international processes.
Organised around three key pillarsโAfrica and the Middle East, Asia and the Pacific, and Latin America and the Caribbeanโthe Division will strengthen DEVโs geographic approach and amplify the impact of its regional economic reports and partnerships.
DEV is seeking a dynamic, strategic, and visionary leader to head the Regional Development Dynamics Division. The ideal candidate will play a pivotal role in positioning the Development Centre as a leading analytical voice and trusted policy advisor for public and private actors in Africa, Asia, Latin America, and the Caribbean.
As part of DEVโs senior management team, the Division Head will report to the Director and work closely with the relevant Deputy Director, guiding strategic priorities while collaborating with the Office of the Secretary-General and other OECD bodies on cross-cutting initiatives.

Main Responsibilities
Strategic Leadership and Vision
Shape and implement DEVโs Programme of Work, enhancing the impact of policy recommendations across Africa, Asia-Pacific, Latin America, and the Caribbean, while amplifying the OECDโs global influence on development.Oversee and steer the production of the Divisionโs analytical outputs, ensuring the highest quality in flagship reports, policy papers, dialogues, and proposals that shape national policies and global debates on sustainable development.Act as a thought leader, identifying and advancing research on priority areas such as financing for development, economic transformation, just green transitions, social inclusion, and informality to keep DEVโs work at the forefront of development discourse.Provide strategic direction as part of DEVโs senior management team, fostering synergies across divisions and aligning efforts with broader organisational goals.Stakeholder Engagement and Representation
Build and maintain high-level partnerships with regional institutions, member and partner countries, and international organisations to strengthen DEVโs impact and influence.Represent DEV and the OECD in global fora (e.g., UN, G20, G7) and at key international events, promoting DEVโs work and influencing the global development agenda.Advance regional cooperation through strategic partnerships and participation in OECD regional programmes and initiatives.Management and Coordination
Lead the Divisionโs strategic and financial planning, ensuring optimal use of resources and high-quality outputs.Cultivate a high-performing, inclusive, and collaborative team environment, promoting continuous learning, innovation, and excellence in project execution.Implement strong processes for recruitment, performance management, and financial oversight, maintaining transparency and accountability, ensuring alignment to corporate frameworks.Develop and drive a sustainable fundraising strategy, engaging donors and partners to secure financial support for the Divisionโs activities.Qualifications
Academic Background
Advanced university degree in economics, development economics, development studies, international relations or a related field.A PhD would be considered a strong asset.Professional Experience
Key Competencies
Strong political acumen and ability to navigate complex stakeholder environments.Excellent communication and negotiation skills, with the ability to influence policy debates and build consensus.Track record of developing and implementing innovative solutions in development policy and practice.Languages
Fluency in one of the two OECD official languages (English or French) and a commitment to achieve a good working knowledge of the other.Knowledge of Spanish is a significant asset.Core Competencies

Three-year fixed term appointment, with the possibility of renewal.Please note that our Rules and Regulations stipulate that the mandatory retirement age is 67.
What the OECD offers
Monthly base salary starting from 13 222 EUR plus allowances based on eligibility, exempt of French income tax.Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.Process
All applications are screened based on the criteria for the position. For candidates who are screened-in, written tests and/or video-recorded interviews and panel interviews are foreseen. A leadership assessment will also be requested by candidates in the final selection stage.
