The organization

Plan International Jordan is established in 2016 and Has programmes in governorates in the centre, north and south regions as well as host communities and Azraq camp.

Role Purpose

The Head of Programmes (HOP) position will report directly to the Country Director (CD) and will assume direct responsibility and accountability for the effective support and oversight of all projects implementation in all areas of implementation both host community and the Azraq Camp. The HOP will provide the strategic leadership to the projects managers in line with Planโ€™s policies & procedures and the local laws. The HOP will also undertake representation role with government counterparts and other key stakeholders at the governorate level, as needed. The HOP will be a leading member of the Country Leadership Team (CLT) and ensure smooth and quality execution of Planโ€™s business in the field, working collaboratively with other CLT members and providing a value- based leadership.

Dimensions of the Role

  • The post holder will report to the Country Director, and oversees the implementation of the Plan Jordan Country Strategy 2025-2030, ensuring quality and strong implementation of Planโ€™s work in the field, effective and efficient use of organizational resources, adherence to all relevant Plan policies and procedures and the local laws by field operations under the guiding umbrella of Plan Jordan CS;
  • The HOP will provide strategic, leadership, management and development of the Program Implementation team, in full compliance with local law and Plan values, policies and procedures.
  • The HOP directly supervises Project Managers, S/he will provide leadership and management support to the ensure quality implementation of Planโ€™s projects in the field.
  • The HOP will act as the senior representative for Plan International Jordan at governorate levels.
  • The HOP will represent the programme implementation team in the Country Leadership Team.
  • The HOP will ensure that Plan Internationalโ€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan Internationalโ€™s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

    Accountabilities

    Strategic Planning & Implementation

  • Work closely with the relevant Country Office departments to ensure that the development and implementation of the projectsโ€™ budgets are in tandem with the country approved budget and the relevant policies.
  • Lead and support the annual planning process for the running projects .
Ensure that all granted and funded projects are implemented to a consistent high standard, on time and to approved budget and log frames. Review and ensure alignment of program priorities, strategies and plans to the Country Strategies and the broader Plan International strategies, plans and campaigns. Support the Country Director and the Senior Management Team to lead the development of both strategic and operational plans in accordance with Country Strategy and planning guidelines. Support the Business Development team and Technical &Quality team in developing and managing relationship within donors and NOs. support the development of programme ideas into quality grant proposals through a community based, participatory approach. Collaborate with the Business Development Manager and NOs to respond to potential funding opportunities.

Leadership role in Programme Implementation

Lead and coach the Projects managers, Officers in Charge and other relevant staff within Programme Implementation to achieve the targets of the annual plans. Develop the appropriate work mechanisms ensuring that the teams are working in tandem leading to the achievement of the planned objectives set out in the approved annual plans and Plan Jordan CS. Foster a value- based culture within the teams building on feminist leadership principles. leadership to the Programme implementation Team towards achieving the objectives of the Country Strategy of Plan Jordan Office.

Quality Programming

Ensuring operationalization of Plan Jordan programme quality guidance, policies and frameworks in all projects and interventions. Ensure strong coordination between the programme implementation and Technical Team, Business development, Advocacy & Influencing and M&E, to ensure quality field inputs to major grant funded proposals and other strategic national and international initiatives. Ensure close coordination with Finance, P&C and Operation teams to ensure compliance with Planโ€™s and donorsโ€™ policies and procedures. Ensure producing high quality Planโ€™s internal reports and donors reports with close coordination with Planโ€™s National Offices and Regional Hub. Ensure that Plan Jordanโ€™s relevant policies and in particular Code of conduct, gender equality and Inclusion and child & youth safeguarding are embedded within programs team is supported to operationalize and report against the same. Ensure outcomes from regular monitoring and periodic evaluations of major programme interventions feed into the learning and improvement of projects. Ensure Planโ€™s programme activities are grounded, strongly inter linked, and consolidated at the national level in line with Plan Jordan strategies and goals. Ensure learnings are documented by the programme team in the most effective way demonstrating value for money.

Networking and Advocacy

Build and foster relationships with local level government officials and local implementing partners to promote and facilitate Plan Jordanโ€™s programs and activities. Develop and execute appropriate actions to ensure that Plan Jordanโ€™s partners at the governorate level are informed, capacitated and committed towards Plan Jordanโ€™s ambition of implementing gender transformative programming in the communities. Support Program Managers to strengthen networks in the Planโ€™s targeted areas. Provide support to the networks for building capacity of the local organisations. Represent Plan and participate in network and alliance meetings, events and forums at national and international levels Ensure effective information flow and communication with other stakeholders including partners and national offices teams Ensure effective partnerships at all levels as per standard procedures and guidelines of the organization. Coordinate and support review of Plan partnerships. Ensure follow up of partners after reviews and reflections.

People Management

Develop the necessary strategies and take the appropriate measures ensuring that her/his team members are motivated and supported to contribute to the overall goal of the organization through possessing the right attitudes and the adequate levels of skills & knowledge. Ensure development and nurturing of a values based culture within the team. Lead and manage program team to achieve its mandated targets in accordance to annual operational plans Ensure an empowering work environment and team building in compliance to Plan โ€˜s values, principles and attitude Ensure an enabling environment for staff performance, recognition and reward of the program team to encourage staff productivity, innovation and performance (e.g. facilities, equipment, duty facilitation, team building etc.) Participate in the review of staff job descriptions and setting of performance standards Involves in recruitment of staff under supervision of P&C. Assigns performance objectives to supervised staff, conducts comprehensive performance appraisal of supervised staff and provides / obtains feedback when necessary Ensure that performance records of staff under supervision are submitted to P&C on time Provides induction, training, coaching, mentoring and advice to supervised staff to ensure that they understand and carry out their responsibilities effectively Works with P&C Function to identify training needs and development opportunities for supervised staff.

Other

Actively participate in the CLT in an open, cooperative and proactive manner, ensuring full engagement of the Projects Managers with other organizational initiatives led by other departments and teams and vice versa, in order to enable a strong and productive Plan Jordan team.

Dealing with Problems:

Ability to think strategically, with the required capacity and skills to operationalize this through detailed operational planning. Effective and value leadership style that motivates and bring staff to high levels of performance & promotes healthy work environment. High level of problem-solving techniques with demonstrated capacity to coach teams to solve the anticipated issues.

Child protection, gender equality and inclusion

Technical expertise, skills and knowledge

Essential

A degree in Social Sciences, Development Studies or related discipline, master degree is appreciated. A minimum of 10 years of experience in development field, 6-5 years in managerial experience at a similar level preferably in an NGO environment; In-depth and strategic understanding of integrated development issues and critical analysis of child poverty High level of Knowledge of strategic planning processes and theories of child-rights programming Demonstrated understating of and commitment to childrenโ€™s issues in Jordan and the region. Proven understanding of โ€œgender in developmentโ€ concepts and the promotion of girlsโ€™ rights in the context of relevant International Conventions (Convention of the Rights of the Child, Convention for the Eradication of Discrimination against Women) and the Global Goals (SDGs). Skills Proven skills in the development and management of effective and motivated teams Effective working with and through partners Strong planning and organizational skills Strong strategic thinking and interpersonal skills Excellent English and Arabic language skills, both written and spoken.
