ROLE PURPOSE
In line with the Country Strategy, the Head of Programme Implementation is responsible of the successful delivery of all programs including planning, implementation, administration, monitoring, risks and budget management.
S/He also supervises SAP/ERP related to grant-funded projects, supports the global\\local influencing & advocacy agenda of the organisation for equality for girls and gender transformative.
The Head of Programme Implementation reports to the Country Director and the holder of the position supervises 2 PIAMs and the Assistant Head of Programme Implementation.
DIMENSIONS OF THE ROLE:
- Leads and provides strategic and oversight support to implementation and evaluation of gender transformative projects and programmes that fully align to key global purpose, theory of change, strategies, country context, and other agreed standards
- Supervises and co-ordinates a team of Programme Implementation and Influencing Area Managers and Project Managers
- Maintains a horizontal working links with other functional heads/leads
- Works with and maintains sound and credible (win-win) partnerships that promote culture of learning/knowledge management to improve programme implementation
- Member of the Country Leadership Team
- Impact of this role is significant internally and externally to Plan International
ACCOUNTABILITIES
- Oversee the full implementation of the influencing plan and ensure that Plan International Guineaโs projects implement effective and measurable influencing activities that result in outcomes for girls and wherever possible contribute to Planโs global influencing agenda and a global movement for girls and gender equality
- Provide monthly monitoring & support to CoPs, PIIAMs & PMs in grants\\projects management
- Ensure program progress and status reports are prepared and submitted monthly & quarterly and accountability standards of effectiveness and efficiency are established, monitored and achieved
- Ensure program budgets are spent per the annual plan. At least 90% of all Plan International Guinea operations is spent on programs\\project implementation. This is to fully comply to the 5 sponsorship commitments
- Ensure professional development needs of the Programme Implementation team are identified and addressed in association with HR
- Ensure solid coaching & management of the team work is adequately done as per corporate standards
- Ensure approved operational plans for all projects are in place as per Country Strategic (CS) and Country Program Outline and shared among staff and partners
- Ensure programme implementation is aligned with the programming & influencing approach (CCCD)
- Ensure adequate use of SAP\\ ERP in all PIIAs
- Ensure that all PIIAMs, COPs & PMs make best use of results framework/Theory of Change and they have in place a sound monitoring & evaluation plan in place that this adequately costed and implemented in accordance with global standards and guidance using corporate systems
- Ensure that all PIIAMs, COPs & PMs capture lessons learnt from projects, document & discuss within the team & the wider organization; and they inform the continuous improvement of Plan Internationalโs work
- Ensure CLT members are updated on the status of program monitoring issues
- Ensure collective and informed decisions are made by the CLT on major issues for program implementation and monitoring
- Ensure that our programme implementation including partner implementation does no harm to children & youth and that full safety is applied to them during implementation. And that the Safeguarding policy & its 13 standards are full respected and applied at all time during Plan International operations
- Ensure full implementation of the Disaster Preparedness Plan together with the risk management plan for Plan Internationalโs programme & influencing work in Guinea in all the PIIAs, and projects
- Ensure full implementation of measures to ensure that strategy and programme & influence initiatives are gender transformative, inclusive and conflict sensitive, and that they build resilience and strong partnerships and contribute to a global movement for girls and gender equality in all PIIAs and projects\\programs
Responsibilities in relation to the Safeguarding / PHEAS policy for children and program participants.
As a member of staff- Report any child abuse or child protection issues in accordance with local office procedures and this policy. Plan staff can also make use of Plan's whistle-blowing policy in this eventuality.
- Ensure that contact with a child, or members of a family associated with Plan's work, is supervised by one (or another) Plan staff member. This may include visits and any form of communication via social media, emails and letters.
- Ensure the analysis and documented management of child protection and program participant risks as part of the regular program/project risk management process at all stages of the program/project cycle.
- Ensure the effective implementation of the Safeguarding / PHEAS policy application standards applicable to the management areas under his/her responsibility (see standards manual).
- Cooperate fully and confidentially in any investigation of a problem or suspected abuse.
- Work with managers to identify which Child Safeguarding / PHEAS standards and indicators apply to his/her area of responsibility.
- Reinforce communication on the code of conduct and follow up on its adherence
- Visibly demonstrate and encourage a culture of openness and awareness for all.
As Head of Programmes & Operations
- Ensure the effective implementation of application standard 5 of the Safeguarding Children and Program Participants Policy;
- Prepare children appropriately to ensure their effective participation in events/activities (knowledge of the principles of Plan's Safeguarding Policy, their right to be protected from abuse, the behaviours they can expect from Plan staff, advice and support to keep themselves and others safe, as well as information on how and where to report concerns and/or ask for help.
- Assist/manage concerns/notifications related to the Safeguarding Children and Program Participants Policy.
- Ensure that the identification, analysis and management of risks relating to safeguarding children and program participants are integrated into all stages of the program/project.
Collaborate with other managers in the process of effectively implementing safeguarding standards.
